PL-Jastrzębie-Zdrój: electricity
1. The subject-matter of the contract is the supply of electricity and the provision of energy distribution services to the Provincial Specialist Hospital No 2 in Jastrzębiu-Zdrju – repetition within the meaning of Article 3. 30 of the Energy Law Act (consolidated text: Of Laws 2006, No 89, item 625 as amended).
2. The supply of energy and distribution services will take place under the conditions laid down in the Energy Law Act of 10 April 1997 (consolidated text: Of Laws 2006, No 89, item 625 as amended) and implementing rules.
3. The procurer will purchase electricity for its own use as final customer.
4. Detailed description of the subject-matter of the contract for the supply of electricity and ensuring the provision of energy distribution services for the buildings of the Provincial Specialist Hospital No 2 in Jastrzębiu-Zdrój at al. Jan Paweł II 7.
4.1. Forecast electricity demand over a period of 24 months for the buildings of the Provincial Specialist Hospital No 2 Al. Jana Paweł II 7 amounts to 3 982 MWh.
4.2. Buildings at Al. Jana Paweł II 7 has:
(1) Connectivity power of 550 kW with declared voltage of 21 kV section 1,
(2) 550 kW connection capacity with declared voltage of 21 kV section 2,
(3) Contractual power 280 kW. Section 1,
(4) Contractual power 240 kW. Section 2,
(5) Connection Group III,
(6) a power factor tg Ø of not more than tg Ø =0,40),
(7) Tariff group – OSD:B23
4.3. The measuring and billing system shall consist of the following measuring instruments: 3-tariff active energy meter indicating power, reactive energy, reactive capacity energy (ownership of Vattenfall – Górnośląskie Zakłady Energetyczne), 20/5 current transmission units installed in the switchboard.
4.4. Power supply from Voivodship Specialist Hospital No 2 Al. Jana Pawła II 7 W 482 Jastrzębie – Zdrój – Section I with a declared voltage of 21 kV,
4.5. Power supply from Voivodship Specialist Hospital No 2 Al. Jana Pawła II 7 W 482 Jastrzębie – Zdrój – Section II with a declared voltage of 21 kV,
4.6. The limit for the supply and collection of electricity is 20 kV rail between the supplier of Górnośląski Zakład Energetyka and part of the customer at the Provincial Specialist Hospital No 2 in Jastrzębiu-Zdroju al. Jan Paweł II 7.
4.7. The contracting authority requires that the power supply from Section I and Section II be supplied from two independent sources.
5. Detailed description of the subject-matter of the contract for the supply of electricity and the provision of energy distribution services for the buildings of the Provincial Specialist Hospital No 2 in Jastrzębiu-Zdrju at ul. Krasicki 21.
5.1. Forecast electricity demand for 24 months for buildings of the Provincial Specialist Hospital No 2 Krasicki 21 is 408 MWh.
5.2. Buildings at ul. Krasicki 21 have:
(1) The connection power of 110 kW,
(2) Contractual power 52 kW,
(3) Connectivity Group IV (rated current for the conversion factor of the fuse insert at nn, set at 400 A and power factor tg Ø < 0,4),
(4) Tariff group – C 11,
(5) Place of supply and reception of electricity:
(a) Primary power supply – terminals on 21/0.4 kV transformer insulators from the nN side towards the customer,
(b) backup supply – current terminals at the cable outlet from the switchboard nN towards the customer’s installation,
5.3. The contracting authority requires that the primary and backup power supply be provided by two independent sources.
5.4. Energy consumption takes place on the direct measurement system on the 0.4 kV side with one measurement system (ownership of Vattenfall – Górnośląskie Zakłady Energetyczne).
5.5. The metering and billing system needs to be upgraded (technical design carried out by Upper Silesian
Energy Plants for inspection at the Contracting Authority’s premises).
(1) The Contractor is obliged to modernise the metering and settlement system under the contract.
The project is available for inspection at the Contracting Authority’s premises.
5.6. Power supply from station W 698 Jastrzębie-Zdrój – Voivodship Specialist Hospital No 2 ul. Krasicki 21 – Primary with a nominal voltage of 230/400V,
5.7. Power supply from station W 698 Jastrzębie-Zdrój – Voivodship Specialist Hospital No 2 ul. Krasicki 21 – backup with a nominal voltage of 230/400V.
6. The contracting authority requires the Contractor to change the contractual power of the Voivodeship
Specialist Hospital No 2 at Al. Jana Paweł II 7 and ul. Krasicki 21 every 4 months.
7. The amount of energy specified above for the Provincial Specialist Hospital No 2 at al. Jana Paweł II 7 and ul. Krasicki 21 may change during the implementation of the Agreement in the light of current consumption and needs. The forecast energy consumption is only indicative and does not constitute an obligation on the part of the Contracting Authority to purchase the specified amount of energy.
8. The electricity supplied should meet the technical parameters in accordance with the provisions of the Energy Law Act and the regulations implementing that Act.
9. For the duration of the contract, prices will remain unchanged except for:
(a) changes in the VAT rate,
(b) price changes due to the use of price discounts granted by the Contractor during the duration of the contract.
10. The contracting authority shall not allow partial tenders to be submitted.
11. The contracting authority does not provide for the award of supplementary contracts.
12. The contracting authority does not intend to select the most advantageous tender using an electronic auction.
13. The contracting authority does not foresee the conclusion of a framework agreement.
14. The contracting authority does not allow variants to be submitted.
15. The contracting authority does not intend to establish a dynamic purchasing system.
