The competition is for portfolio management and the procurement of electricity. Participants in the procurement - Kongsberg kommunale eiendom KF (2024: 20,000,000 KWh) Lier municipality (consumption all entities, including the KF's 18,045 MWh (18,000,000 KWh) in 2024) - Ringerike municipality (2024: Approx. 27,000,000 KWh) - Rollag municipality (2024: 5.000.000 KWh) - Øvre Eiker municipality (2024: 18 000 000 KWh) Hole municipality (option) NOK 6,000,000 KWh the most annual volume The procurement ́s value for the portfolio management is estimated to be NOK 2,000,000 excluding VAT per annum. The maximum value for the entire contract period, including any options and expected price rise: NOK 20,000,000 excluding VAT. The annual procurement of power is estimated to be 95,000,000 KWh based on the 2024 figures. The need is uncertain. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors. See the procurement documents for further information. Procurement of electricity itself is exempted from the regulations, cf. the procurement regulations §13-4 letter e. This procurement is therefore considered to have an immaterial impact on climate and the environment, cf. the Regulations § 7-9, fifth paragraph. The justification for this is that the procurement is for consultancy services/consultancy services where the contracting authority has been cut off from affecting climate and environmental impact, as the requirements and criteria that are aimed at these elements will not have sufficient connection to the delivery, cf. DFØ's environmental supervisor. The obligation to make requirements for apprentices is considered to apply for this procurement, cf. the Procurement Act §7.
