VgV Fachplanung TGA/ HLS - Conversion and extension Johann-Peter-Hebel School Tuttlingen
The district of Tuttlingen intends to renovate and expand the Johann-Peter-Hebel School Tuttlingen at the existing school location. For this purpose, the district has carried out an architectural competition with subsequent VgV procedure. The contract was awarded to the office Herrmann und Bosch Architekten, Stuttgart. The planning law still has to be adapted by means of a development plan. The Johann-Peter-Hebel-Schule, Tuttlingen is a special education and counselling centre with a funding focus on "mental development". Currently, 144 children between the ages of 6 and 21 attend the school and 36 children attend the affiliated kindergarten. Currently, 81 students can be trained at the headquarters in Tuttlingen. It is a closed all-day school. The number of students has grown significantly in recent years. A permanent 2 speed is to be assumed. This is to be expected with the formation of about 22 to 24 classes for 152 students. For reasons of school organisation, this additional need cannot be covered by branch offices on a permanent basis. The expanded spatial program is to be planned at the existing school location in the form of an extension. In this context, the necessary interventions in the building stock must also be examined. The program area (net area) for the conversion and extension of the Johann Peter Hebel School was determined with approximately 1300 m2 plus secondary use and development areas. The task of the competition included the relocation of the dining room, the kitchen and the school administration (director and secretariat). The design envisages a bent 2-storey extension building in timber construction in the west of the existing school. The extension of the west wing to the (extended) floor slab of the existing building is founded. In the existing building, a one-storey extension in the western part of the school is planned without changing the existing floor plan typology. The east wing is to be preserved and only restructured. The foyer and the entrance hall remain unchanged. The opaque façade elements are planned as solid wood walls with counter battens and vertical board formwork. The roof is to be provided with intensive green roofing and PV modules. The new building will be supplemented with a shed roof in the northern area above the classrooms of the main stage. The GFA for the construction project amounts to a total of 2,130m2, of which about 1,400m2 for the extension building and about 730m2 for conversion measures in the building stock. The Johann-Peter-Hebel School was founded by Dipl. Ing Hans Rolf Sommer planned and built in 1978. The school building is fan-shaped around a central atrium. This architectural feature contributes to high energy consumption. An energetic renovation of the entire school, including the atrium area, has already been carried out. The school is single-storey and was partly built in in-situ concrete construction as well as in lightweight construction. A basement is only available in the area of the technical rooms. The building is also provided with a circumferential, underground media channel in which the supply lines are arranged. The courtyard area and the western area (workshop, teaching kitchen, sanitary wing and gymnasium) were renovated in 2016 - 17. The extension was built in 2005 and renovated in 2016-17 with a view to an increase. In 2022, two classrooms in the southern area were remodeled. The inventory plans will be made available in the 2nd phase of the procedure. The kindergarten, the primary school area in the main building, the gymnasium, the sanitary wing as well as the sports field and the ground floor of the 2003 extension (vocational school) will be preserved in the course of the planned renovation. Sustainability In order to achieve the climate goals, the promoter wishes to use resources consciously in the manufacture, construction and operation of the building. The construction method, the components and the service life of the building materials are intended to sustainably reduce the CO2 emissions of the building. The district of Tuttlingen achieves climate neutrality. The energy guideline of the district of Tuttlingen will be made available in the second phase of the procedure. The sustainability criteria according to Sustainable Building in Baden-Württemberg (NBBW) from the State Ministry for Regional Development and Housing Baden-Württemberg must be taken into account in the further planning. The construction work is to be carried out in a construction phase. Outsourcing or interim measures outside the property are available. The conversion and extension are expected to be carried out in the current school operation of the elementary school and the kindergarten. Access can be made during this time via the rainbow kindergarten. Due to the limited space, the construction site logistics and necessary construction site equipment areas should be taken into account in the planning. Costs estimated at approx. € 5 million net KG 300+400 Planning to start immediately after the procurement procedure. The measure is to be supported within the framework of school construction funding. The sustainability criteria according to Sustainable Building in Baden-Württemberg (NBBW) from the State Ministry for Regional Development and Housing Baden-Württemberg must be taken into account in the further planning. Negotiations are expected to take place on 19.06.2024 or 20.06.2024.
