The sector proposed for modernization between the positions km 0+000 - 4+100 crosses the administrative territory of the communes Păuliș and Ghioroc (Arad County), in length of 4.100,00 m and an area of approx. 73,800,00 sqm, connecting Sâmbăteni and Ghioroc. DJ 708C at km 0+000 intersects with DN 7. County road DJ 708C on the section between the positions km 0+000 - 4+100 currently has a road side with a width of 5.50 m, but not suitable for safe and comfortable traffic, as on the left side of the road the road side is delimited by the tram line by a bumpy curb that gives traffic the so-called "curb effect" phenomenon that gives the impression to the user that it travels on a much narrower road than in reality having the direct effect of reducing the speed of circulation and therefore the traffic capacity, being also a phenomenon with the potential to cause traffic accidents. In other news, in the case of the need for an accidental stop of a motor vehicle moving on the left lane of the road, it is obliged to remain on the road side occupying the lane leading to a traffic jam with the potential to cause traffic accidents. Also, due to the arrangement of the lake (former ballast) Ghioroc for tourist purposes and the obtaining, starting with 2019, of the status of a resort of local interest for the locality Ghioroc, which was visited in 2020 by approximately 150,000 tourists, the road traffic has increased a lot, and the current road with a road part of only 5.5 m cannot ensure the safe takeover of this traffic. The technical condition of the county road DJ 708C does not ensure the conditions of normal road traffic. The road surface presents a series of specific defects, such as porous surfaces on the road surface, cracks, tile, pellades, rifts, which prevent the normal conduct of traffic and lead to discomfort for road users. At the same time, the movement of cyclists takes place on the road and on the sidewalk (in built-up areas), both road users and cyclists, not being safe. The areas of intersections are not marked with horizontal and vertical marking for bicycles, there is no warning signal and regulation of the movement of cyclists. According to the current situation, there is no cycle path on the route connecting Păuliș commune (Sâmbăteni village) and Ghioroc commune. Thus, in order to encourage as many citizens as possible to use the bicycle as a means of transport and/or recreation, it is necessary to develop these routes reserved and arranged for the circulation of cyclists, along the county road. As a result, it is also proposed to arrange a route for cyclists to facilitate access to recreational areas in the village of Ghioroc. For these reasons, investment is necessary and timely, meeting the beneficial requirements for raising the living standards of the local population. The demands to which the road was subjected, during its operation, caused wear and degradation of its components, technical characteristics of operation, they no longer meet the rules in force due to the degradation of the road side. In conclusion, the current state of the road infrastructure is characterized as unsuitable for the conduct of traffic under normal conditions and therefore the rehabilitation of this road is necessary and timely. Overall, the road under review does not comply with the provisions of the "Regulation on the establishment of technical quality requirements for roads related to user requirements", indicative NE 021-2003 and the "Technical instructions on the determination of the technical condition of public roads", indicative CD 155-2001, which is why rehabilitation works are required.
