Description

The procurement procedure used is the procedure with negotiation in accordance with Article R2124-3 of the Public Procurement Code, which allows this procedure to be used when the contract includes design services. The procedure with negotiation is subject to the provisions of articles L2124-3, R2124-3 and R2161-12 to R2161-20 of the Public Order Code. This procedure takes place in two phases: 1/ The "application" phase, relating to the submission and examination of applications and the selection of 3 candidates admitted to tender. 2/ The "offer" phase, open to candidates selected during the application phase and at the end of which the successful tenderer will be chosen. At this stage of the procedure, candidates are invited to submit their applications, in accordance with the conditions set out in the contract notice and the rules governing the consultation.
