Description

The purpose of the qualification system is to establish a list of qualified companies that can offer technical advice in connection with construction works on the water pipeline network to Lyngby-Taarbæk Vand A/S. Admission to the qualification system does not mean that the company is guaranteed agreements under the auspices of Lyngby-Taarbæk Vand A/S. Admission to the qualification system means that the applicant may be invited to submit tenders for specific tenders within the subject areas covered by the system. The selection, among the applicants admitted to the scheme, who are invited to submit a tender, is based on a specific assessment from tender to tender. In connection with the Contracting Entity's conduct of procurement under the qualification system, the Contracting Entity will, prior to initiating the procurement process, decide whether the individual procurement is conducted as a restricted or a negotiated procedure. Among the conditional Applicants who meet the suitability and documentation requirements, cf. "Conditions for a qualification system" section 2, the Contracting Authority shall determine, on a case-by-case basis, prior to each procurement carried out under the qualification system, how many and which Applicants are invited to submit tenders. This assessment will be made on the basis of objective considerations, and Tenderers will be selected on the basis of which Candidates the Contracting Authority considers to be best qualified in relation to the specific tender. The selection is made on the basis of technical and professional ability, on the basis of the information available at any time about the applicant. Contracting Entities shall ensure adequate competition and shall invite at least three (3) Candidates to submit tenders for each procurement under the qualification system (provided that there are three (3) suitable Candidates in relation to the intended procurement). The contracting authority will consider it positive that: - The applicant's references are, to the best possible extent, comparable to the task offered, especially in terms of scope (value), functionality and the size of the pipes covered. - The applicant's references include soil and pipework, including soil handling and restoration of affected areas, as well as rinsing and pressure testing of pipes to comply with water quality requirements. The contracting authority makes an overall assessment of the requests for admission and the above is therefore not an expression of the order of priority on the basis of which the contracting authority selects the tenderers. Procurement under this qualification system is carried out through the EU-Supply procurement system. The Contracting Entity will invite the selected Applicants through the system to the relevant call for tenders, after which the tender documents will be available and tenders may be submitted.
