Description

TE Services in Central Uusimaa will be implemented using the Responsible Municipality model, while the City of Järvenpää will act as the Responsible Municipality as of 1 January 2025. Other municipalities in the Central Uusimaa employment area are Hyvinkää, Nurmijärvi, Mäntsälä, Tuusula and Pornainen. A. The service to be procured is the assessment of work ability, which is carried out using various research methods. The service will be carried out as an expert assessment (Act on the Organisation of Employment Services 380/2023, section 51, as of 1 January 2025). The aim of the service is to support the service process for private customers in the Central Uusimaa employment area and to find out the customer's work ability and functional capacity in relation to the search profession or in relation to the planned training. The service consists of assessments of work ability carried out by, for example, a neuropsychologist, psychiatrist, neurologist, physiologist or other specialist. Purchased work ability assessments produced as outsourced services can be obtained from health care units, rehabilitation institutions or, for example, individual experts for clients with a diagnosed disability or illness that is estimated to affect their chances of getting a job. The information obtained from the assessment of work ability supplements the available information and thus helps experts in the planning of services that promote the employment of the client. A private customer, on the other hand, receives information on his or her work and functional capacity, which helps to clarify the opportunities for employment or the prerequisites for applying for training. The service can also be implemented during employment-promoting services (e.g. work trial) if the customer needs to assess their work ability during these services. B. Examination of the conditions for disability pension when the customer's work ability and functional capacity are, according to the buyer's assessment, so low that rehabilitation to working life is not a probable option. The service is carried out as an expert evaluation. The purpose of examining the conditions for disability pension is to take a stand on the target client's ability to work and function in the open labour market and on the possibility of applying for disability pension. If the possibilities for disability pension are deemed to exist, the service provider is responsible for the application process. Decision-making: All six (6) municipalities in the employment area have, by their decisions, approved and signed the Responsibility Sharing Agreement on the procurement of the employment area in Central Uusimaa, in accordance with which the launch of this procurement was approved on 29 April 2024 by the steering group of the municipal directors of the employment area. The City of Järvenpää, as the responsible municipality, makes the procurement decision and agreements, after which the other five (5) municipalities may, if they so wish, make a procurement decision with the same content and conclude independent procurement agreements on the matter.
