Analogous to Article 32 2 (b) for a derogation from tendering for the promotion of UL's Undergraduate/Postgraduate/Research courses to African students via Education Fairs, Schools/Universities visits and social media, liaising with and training African Student Recruitment Agents, extending relationships with university partners and with relevant government bodies on behalf of the university. The services provided are considered to be a non-priority service listed in Annex X1V of Directive 2014/24/EU Public Procurement Directive. The value of the services is below the EU threshold.
