This contract will contribute to the achievement of the objectives of the action Programme d'Entreprenariat Agroalimentaire - PEA (ACT-61843). More specifically, specialised technical support is provided for in the PEA action to ensure better governance and public ownership of the achievements of the action (quality arrangements, integration of value chains, access to finance, entrepreneurship and private sector inclusion, training and professional integration, etc.). In addition, support is considered necessary to ensure coordination with regard to the logical framework and the components of the PEA programme: implementation under indirect management through contribution agreements, this contract, and the involvement of the Government of Chad’s partners in the monitoring and evaluation of the action. In other words, it is a matter of supporting: - The implementation and/or design of reforms and schemes to improve the sectoral (agri-food) business environment and vocational training relevant to the PEA programme; - Coordination – internal and external – of the PEA programme. This is why the General Objective and the Specific Objectives of this contract correspond to those of the Programme. The general objective to which this action contributes is as follows: support the development and sustainable transformation of Chad’s key agri-food systems, in line with the Global Gateway strategy, with a particular focus on increasing the incomes of women and young people in secondary cities and their agricultural production basins. The specific objectives of this contract are to: - Specific objective 1: structure the value chains identified in the N’Djamena-Douala strategic corridor in a sustainable and inclusive way at the level of production, processing and marketing at local, national and regional level, including support and development of agri-food SMEs. - Specific objective 2: improve the vocational training system, in terms of accessibility, quality and labour market relevance of curricula in the agri-food sector.
