Description

The purpose of the contract which is the subject of this consultation is to entrust the contractor with the task of carrying out the programme of operation of a new building for the elderly in the name and on behalf of the contracting authority in accordance with the provisions of Articles L.2422-5 et seq. of the Public Procurement Code. To this end, the contracting authority shall confer on the authorised representative the power to represent him for the performance of legal acts falling within the contracting authority’s powers, within the framework of a mandate governed by the abovementioned legislative texts and by the provisions of this contract. The works covered by this mandate must comply with the programme and the overall financial envelope, as well as the provisional timetable for implementation. The mission will consist of defining, monitoring studies and carrying out work on a plot of approximately 4000m2. Located Jules Guesde district in Troyes which is currently undergoing urban renewal. The project management delegation concerns the construction of an autonomous residence. The aim of autonomous residence is to accommodate people over 60 years of age, from Troy, who are still autonomous. This residence will comprise 50 units of approximately 50 m2 (minimum 46 m2), spread over several levels, 3 function units and a guest room. The structure will be divided into several spaces: living units on the one hand and common areas and outdoor areas on the other. The residence will benefit from a car park with 17 reserved spaces. The CMAS of the city of Troyes plans to start work in the summer of 2025. This site historically hosted industrial activities before the construction of several residential buildings occupying therefore a predominant place in the district. This mandate is exercised by the appointed representative, under the authority of the contracting authority and in permanent consultation with the relevant bodies, directorates and departments of the CMAS as described in the following articles within the mandate agreement.
