Description

The subject of the contract is the security, monitoring and physical protection of buildings, premises, equipment – entry gates and sites of the University of Natural University in Poznań for a period of 36 months from the date of signature of the contract. The service will be provided during all days of the month on Saturdays, Sundays and public holidays and other holidays for university staff, on average 30.5 days per month for 232 hours per day.
The subject matter of the contract shall include:
I. Completion of the physical security service on the premises and premises of the University in accordance with the contractor’s security plan using the recorders of the service for monitoring the work of guards installed on the premises.
1. The contracting authority shall require the Contractor to draw up a framework plan for the physical security of the university and take into account the following components:
a. Framework work schedule for guards,
b. Communication principles – ‘coordinator – watchdog at individual stations’,
C. Principles of communication – between guards,
D. the rules for notifying the Contracting Authority’s staff,
e. Rules governing the receipt and transfer of service to staff,
F. Principles of inspection and documentation of non-portyard facilities,
g. a system for monitoring the work of guards,
H. Introduction of a new security guard at the facility/post,
I. the types of documentation kept in respect of the service performed,
J. will operate 17 fixed stations within 8 hours of operation, in accordance with the requirements set out in point VII p. 4 TOR.
2. Define the tasks for individual security staff posts:
a. Control of premises and staff movements.
b. The behaviour of guards in situations: theft, seizure, destruction of property and other offences or tasks on premises causing damage, including the placing of explosives.
C. Rules for reporting occurrences to the police and to the insurer.
D. Operation of the Intervention Group (standard and signal-by-signal procedure).
II. Providing protection including surveillance by a video camera system with registration and archiving equipment on designated facilities, i.e.: SADYBA Student House Building, ul. Polish army 79, Institute of Agricultural Engineering Building, ul. Polish army 50, Library building of the Faculty of Horticulture and Landscape Architecture, ul. Botanical 1, Collegium Maximum Building, ul. Polish army 28, building of the Faculty of Timber Technology, ul. Polish army 38/42, Collegium Gawęcki building, ul. Vołyńska 33, Plant Phsiology Department Building, ul. Wołyńska 35, Building of the Central Library of the UP, ul. Vitos 45, Collegium ZEMBALA Building, ul. Dąbrowski 159, including pavilion, Dydactczno-Naukaki building, ul. Szydłowska 50, building team of the Department of Melioration and Environmental Engineering, ul. Piątkowska 94, Biotechnology Pilot Station building, ul. Polish army 48, sports hall building of the Physical Culture Centre, ul. Access 7, Biocentrum building complex, ul. Access 11, Faculty of Food and Nutrition Sciences, ul. Wojska Polskiego 31/33, Collegium Cieszkowskich building, ul Wojska Polskiego 71C, entrance dam, ul. Polish army 52 (Kolegium Rungego), entrance dam, ul. Wołyńska 33/35, entrance dam ul. Podlaska (WNiŻiŻ facilities).
III. Performing protection taking into account the monitoring of the Schools with an alarm system installed: Lasu Cathedral Building, ul. Polish army 69, Graphical Plant Building, ul. Polish army 67, teaching and administrative building, ul. Góralska 3, building of the Faculty of Horticulture and Landscape Architecture, (free-standing pavilion – 3 points and a new connection – 3 points), ul. Dąbrowski 159, Runge College Building, ul. Polish army 52, Faculty of Animal Breeding and Biology (Directorate of Genetics and Animal Breeding Supply), ul. Wołyńska 33 (combined with fire signalling), Collegium Maximum building, ul. Polish army 28 (Kasa Główna UP), Pavilion of the portrait of entry dam, ul. Polish army 52, portrait of entry dam, ul. Wołyńska 33/35, Pavilion of the portrait of the entrance dam, ul. Podlaska (NaŻiŻ’s Facilities), Building of the Department of Vegetables, ul. Zgorzelecka – Marcelin (sortia).
IV. Carrying out tasks including: securing 2 entrance dams by permanent daytime celebrations between 6:00 and 22:00 and night time (22:00-6:00), as well as lifting at 22:00 and leaving 6:00 the following address: ul. Podlaska – naŻiŻ’s facilities, ul. Polish Army 52.
V. Operating two entrance dams within the premises of the University through a permanent security guard service within the meaning of the Act on the Protection of Persons and Property at the following addresses; ul. Volley 33/35 and ul. Polish army 71 from 06:00 to 22:00. The service will be carried out in the form of direct work in an external portrait by guards with the appropriate qualifications (first degree licence) uniformly uniformly uniform and marked, in accordance with the requirements of the Act on the Protection of Persons and Property.
The contractor is obliged to:
a. care for the property and equipment entrusted,
b. communication of information and observations relating to the protection of the assigned property and the service performed,
C. Confidentiality of the service provided.
VI. Performance of site protection and surveillance at ul. Piątkowska 94 (DS. ‘Jurand’ tel. + 48 618466466, ‘Danuśka’ tel. + 48 618466477, ‘Mćko’ tel. + 48 618466486 hours 22:00 – 06:00, ul. Intravenous 9A, C, E, G (DS. tel. + 48 618466600) and the ‘Small and Animal Raw Materials’ Building in Złotniki k/Poznania ul. Sunny 1 hour 15:00 to 6:00 the following day by patrolling the facilities listed in Annex 5.
VII. The contracting authority shall require the Contractor, as part of the service, to direct security guards with a first or second level licence to operate 17 posts, including one post of the coordinator (guardian) of security with a second-level licence, for continuous supervision and inspection of their own guards during their working hours on all days of the month, Saturdays, Sundays and public holidays, according to the following list of station hours:
a. 5 stations, the work of guards for 24 hours,
b. 2 stations, work of guards for 16 hours (6:00 to 22:00),
C. 9 stations, duty of guards for 8 hours from 22:00 to 6:00 on the following day,
D. 1 Station – work 8 hours per hour 07:00 to 15:00.
