Description

The client is the operator of the Jod-Sole-Therme in Bad Bevensen, which has one of the largest bathing landscapes in northern Germany with a sauna, wellness centre and a practice for physical therapy. The spa is located in the spa centre of Bad Bevensen, embedded in the extensive spa park on the Ilmenau. Since 1976, Bad Bevensen has been a state-recognised mineral spa. Every year, more than 300,000 guests from all over Germany, especially from the greater Hamburg area and the surrounding area, visit the thermal spa. The object of the project is the renovation of the outdoor area with the outdoor pool and the courtyard with the iodine brine basin (project). The project will be completed in two successive construction phases as follows: Construction phase 1: Redesign of iodine brine healing pools with cold-hot therapy (construction time 2027-2028) Construction phase 2: Redesign Iodine-Sole VitalAtrium with iodine-sole inhalation (construction time 2028-2029) Since the two construction phases are planned uniformly, these are regarded as a uniform object in the sense of the HOAI. To prepare the project, the client commissioned a feasibility study. This essentially corresponds to the planning status of the service phase 2 according to HOAI, without any entitlement to complete service provision of a preliminary planning. In particular, a first cost estimate has also been drawn up. The planning and design principles of the feasibility study are binding for further planning. With this call for tenders, the contracting authority is looking for a planner who will continue this planning and, in particular, implement it. For the client, the competence in terms of execution planning and construction supervision as well as cost and schedule tracking is of particular importance. The subject of the call for tenders is the provision of the property planning service required for the project in accordance with § 34 HOAI. Tenderers must offer: • all basic services in accordance with the HOAI; • all special services, insofar as these are necessary according to the current state of planning to achieve the planning and monitoring objectives (§ 650p (1) BGB), in particular the planning and monitoring objectives described in the project description. The special services must be shown and priced separately in the offer. The spa company intends to first commission the service phases 2-4. In that regard, provision is made for the conclusion of a step-by-step contract. Due to the feasibility study, parts of the performance phase 2 are already available. Tenderers must offer all services in phase 2, but may offer a flat-rate discount on the basic services in phase 2 on the basis of the intermediate services. A pro rata grant from public funds of NBank is to be applied for for for the project. The implementation of the projects in line with the funding is therefore of particular importance for the client (special planning goal). European funding programmes and those of the state of Lower Saxony are to be used. Due to the different funding programmes, a separate cost estimate, cost calculation and ongoing cost tracking for the two construction phases must be carried out from the outset.
