In the north of Potsdam, one of the largest German development measures within the meaning of the special urban planning law has been implemented since 1 993 in the Bornstedter Feld development area.
Part of this development activity is the planned ‘Am Schragen’ neighbourhood, which is adjacent on three sides to the existing People’s Park.
The contracting authority, ProPotsdam GmbH, intends to build new residential buildings on the construction field WA 3 (B-Plan area 42.4), a part of the new residential area of 12 555 m². Around 155 to 180 publicly funded rental housing is to be created.
ProPotsdam GmbH intends to keep the buildings to be planned in its own stock. Buildings are expected to meet current and future usage expectations in a functional, economic and energy terms and, by way of example, meet today’s requirements of sustainability.
The works for site planning are currently awarded as part of a limited open planning competition in accordance with VOF and RPW 2013 and will be decided at the end of November 2015.
For the construction project, net construction costs for the cost groups 300 and 400 of approximately EUR 1350 per m² of residential area were calculated in advance on the basis of comparable reference projects. In view of the necessary cost-effectiveness of the planned publicly funded rental housing, these represent the maximum cost limit as the compatible nature of the property planning.
ProPotsdam GmbH aims to build new residential buildings with approximately 9 700 m² of residential space. Accordingly, the absolute net construction costs for the cost groups amount to around EUR 13000000 (the actual total living space depends on the outcome of the planning competition).
The intention is to award the basic services pursuant to Sections 49-52 of the HOAI (2013), service phase 1-6. The contract will be awarded in stages, initially up to and including service phase 4, without any legal entitlement to contract all service levels. The services will be remunerated in accordance with HOAI (2013). The intention is to award structural design services in connection with energy-efficient building design and proof of structural noise protection (construction acoustics).
In the design and execution, a strong emphasis is placed on sustainability and cost-effectiveness in terms of production, operation and maintenance costs.
