eTendering Platform
LUPC is looking to place a supplier framework agreement for the provision of an eTendering platform, compliant with Public Contracts Regulation 2015 and that will be compliant and compatible with the Procurement Act 2023. To be considered for this opportunity, Suppliers must be an official “eSender”, authorised by the Cabinet Office to publish public procurement notices to Find a Tender Service and Contracts Finder. Systems must also have the capability to publish procurement notices to OJEU / TED. In addition, all Suppliers must deliver all 5 core procurement electronic functionalities, without the customer needing to engage, transact, contract nor carry out implementation work with a 3rd party supplier / provider: 1) eTendering (including the publication of Electronic Notices) 2) Electronic tender evaluation 3) Electronic Contact management 4) Dynamic Purchasing Systems (DPS) 5) Electronic Auctions (eAuctions) Account management and customer support will also be required, as well as implementation and post-implementation services such as training and consultancy. The transfer of tender and / or contract related data from previous incumbent systems may also be required.
