Germany-Eschborn: Foreign economic-aid-related services
The collection of taxes from the mining sector in the Democratic Republic of the Congo is well below potential. One of the reasons for this situation is the lack of capacities within the Congolese tax administration to assess mining-specific taxes. In the mining sector, tax administrators and tax inspectors face a challenging environment and complex operations by multinational corporations. The prevalence of transfer-pricing risks, management fees, thin capitalisation, complex withholding tax rules, or difficulties in valuation and composition of produced minerals pose challenges for tax administrators and auditors. Against this background, the project “Good Governance in the Mining Sector” aims to support the effective and efficient tax assessment and audit. The purpose of the services sought is to elaborate training modules for the Congolese tax administration which will be based on an existing training plan and to conduct a first series of training of trainers.
