This preliminary information is used to conduct a market survey in the context of preparing a call for tenders for the specialist application "E-Invoice". The specialist application ‘E-invoicing’ is intended to map the digital processes of accounting for self-payers in the healthcare sector in the telematics infrastructure (TI) landscape. At the centre of the specialist application is a specialist service for the receipt, processing and forwarding of invoice data, the development, provision and operation of which are to be commissioned by means of a procurement procedure. FLEXIBLE PROCESSING CAPACITY The e-invoicing environment is characterized by complex business and technical scenarios on the part of the institutional users addressed by the application. There is no legal obligation to use the specialist service. Against this background, the development of the volume of use for the e-invoicing specialist service is currently difficult to estimate. This applies both to the time development in the introductory phase (ramp-up) and to the maximum usage volume ultimately achieved. At the same time, it can be assumed that the load requirements will be subject to considerable fluctuations during the year, e.g. if settlement processes have to be carried out bundled before reference dates. CONFIDENTIAL PROCESSING The control of the processes requires the processing of personal medical data in plain text by the e-invoice specialist service. This therefore requires a trustworthy execution environment, i.e. a data center infrastructure and security-functional technical mechanisms that exclude unauthorized access to the processed data, in particular from the operational environment of the service provider by technical means. TI 2.0 AND CLOUD-BASED IMPLEMENTATION In November 2024, gematik launched an open consultation process to define the security requirements for a cloud-based form of the Trusted Execution Environment and published an initial draft or discussion basis for a corresponding product type specification called Healthcare Confidential Computing (gemSpec_HCC): https://gemspec.gematik.de/prereleases/Dev_HCC/ This document focuses on providers (HCC providers) that operate scalable and elastic infrastructure for the operation of specialist services with the requirement of a trusted execution environment, in particular also offer these to third parties (HCC service providers) and enable a model for billing their services according to actually used capacities. The focal points of the market research are: -Structure of the price sheet -Cost estimate based on the price sheet -Already feasible aspects of HCC in the implementation of the e-invoicing specialist service -Possible migration paths to HCC We are asking for expressions of interest from market participants who are willing to provide information on the above-mentioned priorities and to enter into exchanges in the context of the planned call for tenders. The market research is carried out in two stages. In the first stage, existing price sheet structures will be submitted by the industry partners and questions on HCC aspects and migration pathways will be answered. On the basis of the answers, gematik will develop a proposal for a possible price sheet structure as a basis for the call for tenders of the e-invoicing specialist service. In the second stage, this proposal will be sent to Level 1 participants. Participants are asked to provide feedback on the proposed price sheet structure and to prepare a cost estimate based on this structure. Based on the answers to the questionnaire, individual participants of level one will also be invited to in-depth interviews.
