Selection Guide - DBFM "Sluizen Boven-Schelde"

In view of the realization of the project ‘Sluizen Boven-Schelde’, De Vlaamse Waterweg will enter into a DBFM agreement with the project company (SPV-DBFM). This Selection Guide is part of the process of appointing a private partner for this purpose. The current plan is that the SPV-DBFM will be responsible for the design, construction, and financing of the Project, and its maintenance, in principle, for a period of 30 years from the completion of the construction phase. Annex 1 contains further information about this project. Candidates are hereby informed for informational purposes that the Contracting Authority reserves the right to also issue separate contracts for works to realize certain sub-aspects of the aforementioned Project. In addition, the Contracting Authority also reserves the right to integrate related (albeit ancillary) assignments on behalf of De Werkvennootschap, De Vlaamse Waterweg, and/or other parties into the Contract. Candidates are now already pointed out that the Contracting Authority reserves the right to change this setup, including on the basis of progressive insight and/or changed circumstances. There is a possibility that the aforementioned Project or one or more parts of the Project will be realized entirely or partially through one or more traditional public contracts.
