Utilities
Negotiated procedure without prior call for competition
Based on article 50 of the directive, section (e). (Article 53 section (e) in the Icelandic utilities regulation) The system at Krafla is at end-of-life and will need replacement. ABB oy is currently the supplier for Landsvirkjun's other geothermal station (Þeistareykir) located in the same area as Krafla. The same group of employees covers both those stations in shifts which can run up to three months within each station at a time, which means that sometimes an employee will go over three months without seeing or using one of the SCADA systems. The synergy with combining the SCADA systems at Krafla and Þeistareykir is very high. The employees are the same at both stations which will keep training cost lower, the locations are near each other in regard to optimizing operational and maintenance cost and the service level agreement will cover both those power stations. Most of the current system at Þeistareykir can be copied over to Krafla and therefore will be much lower start-up cost then if Landsvirkjun were to buy a system from another supplier. Landsvirkjun is convinced that having the same supplier for both geothermal plants will increase operational safety and decrease technical incomparability. Since the same operation is ongoing in both Þeistareykir and Krafla and same group of employers are responsible for operating the control systems there are technical and maintenance obstacles in running two different systems by this group of employees.
