The present invitation to tender concerns the procurement of the Danish State Facility Management in the form of six service areas and is estimated to have an estimated value of between DKK 225 and 325 million annually within the six service areas. The institutions covered are geographically dispersed throughout the country. The agreement is expected to start operating on 1 October 2026. The range includes the following service areas: 1) Cleanliness, plant service and window cleaning 2) Care 3) Internal service 4) Outdoor areas 5) Interior maintenance 6) Waste management. The offer includes approximately 240 properties in approximately 290 locations of varying size. The sites are spread over about 470,000 cleaned m2, geographically located in and around the metropolitan area and across the country. Not all services and sub-services are provided at all institutions; this depends, inter alia, on the nature, size and ownership or lease of the property in question by the State. The Danish Building and Property Agency wants to ensure that deliveries can be continuously adapted to the specific needs of the institutions and therefore has a strong focus on a scalable contract that can, for example, embrace the occupation of new buildings and the relocation of others. In addition, the Danish Building and Property Agency would like the supplier to take the initiative during the contract period to improve and streamline the individual service areas and across the agreement, where this is considered reasonable. With the tender, the Danish Building and Property Agency wishes to find a strong partner that has a sustained focus on optimising the central government's Facility Management procurement and thereby reducing overall costs, without this affecting the agreed level of quality, just as the Danish Building and Property Agency wants a partner that can support a central government Facility Management solution in which sustainability and green solutions play a major role. The task solution must be continuously supported digitally in order to optimize business processes and ensure good customer service. The Danish Building and Property Agency provides a standard FM system with associated service portal for system support of the agreement. A number of employees covered by the Transfer of Business Act will be transferred to the winning supplier at the start of operations. Contracts are expected to be concluded in early April 2026 with a preparation period until the start of operations on 01.10.2026. The tender is conducted as a negotiated procedure, with pre-qualification of 5 candidates and expected 1 round of negotiations. After each negotiation offer, the contracting entity may, on the basis of the award criterion and the sub-criteria, choose to exclude a tenderer from the further process. Unless the Danish Building and Property Agency chooses to award the task on the basis of an initial tender, a negotiation process is carried out in which the tenderers are invited to parallel negotiation meetings, which will be documented in accordance with the tender specifications. The time limits for the submission of tenders are set out in the tender documentation. The negotiating meetings will be held in week 45-46 at Carsten Niebuhrs Gade 43, 1577 Copenhagen V. The negotiating meetings are scheduled to take place between 9 a.m. and 5 p.m. The purpose of the negotiation meetings is to ensure that tenderers are aware of where their bids can be improved.
