Description

The Contracting Authority intends to enter into a procurement scheme with suppliers for expert services from doctors, dentist specialists, dentists and specialised nurses. NPE is an administrative body under the Ministry of Health and Care Services (HOD). NPE handles compensation claims from patients who believe themselves inflicted harm in the health service. Read more about NPE at www.npe.no.The service as an expert gives the possibility of working in an exciting professional environment at the intersection of medicine and law, and provides insight into interesting professional problems in patient safety. The work will mainly consist of reviewing and assessing whether treatment and/or review has been in line with good medical practice and any standards or guidelines. In addition, the extent of damage can be assessed when complied with in cases. In order to participate in the procurement scheme, tenderers must apply for qualification within the relevant speciality/sub-area. All applications will be processed and all tenderers who fulfil the qualification requirements will be included in the scheme. Only when NPE shall procure the service within a sub-area, NPE requests tenders from the qualified tenderers through mini competitions. The contracts that are signed after the mini-competitions will be in process and can be terminated by both parties. New suppliers can apply to be included in the scheme throughout the lifetime of the procurement scheme. All new qualified tenderers are invited to participate in the further mini competitions under the procurement scheme. The procurement scheme will be established and the competitions/call-offs will be carried out in accordance with the Public Procurement Act of 17 June 2016 (LOA) and the Public Procurement Regulations (FOA) 2016-08-12-974. part I and part IV Health and Social Services. Forms in Doffin and the tender management tool do not have functionality for the procedure we are using in this procurement scheme and for practical reasons this procurement scheme is therefore announced in PPR part III.
