The Ostrobothnia Welfare Region requests applications to participate in the procurement system for housing services for people with intellectual disabilities and people with autism spectrum disorders. The acquisition does not apply to housing services for the physically disabled. The procurement is carried out in the form of a Dynamic Purchasing System (DPS). The procedure is of a two-stage nature: in the first stage, service providers apply to the procurement system by submitting a request to participate, and in the second stage, internal competitive tendering is organised between service providers admitted to the procurement system. This is a request to participate in a procurement. All service providers fulfilling the suitability criteria are accepted into the procurement system. More detailed information on the procurement process itself can be found in Appendix 1. Description of the procurement procedure and process. The procurement applies to the entire Ostrobothnia Wellbeing Area. The procurement is divided into 5 sub-areas/services: 1. Supported housing 2. 24-hour service housing (Service categories 1-6) 3. Short-term care for adults (incl. informal care leave) (Service categories 1-6) 4. Short-term care for children under 18 years of age (incl. informal care leave) (Service categories 1-3) 5. Applications for round-the-clock service housing for persons under 18 years of age (Service categories 1-3) must be submitted for at least one (1) service (sub-area) and, if desired, for more than one service (sub-area). The application is unit-specific, so each housing unit must submit its own request to participate. Services must be provided in the Ostrobothnian Wellbeing Area area or in the vicinity of the well-being area, no more than 60 kilometres away (from the border of the well-being area as the crow flies). The subsequent call for tenders will apply to both new and existing customer relationships. However, old customers are not obliged to move to new housing units, unless the customer wishes to do so. A service description and draft agreements are also attached to the request to participate. Participation in the procurement system does not oblige the service provider to participate in internal competitive tendering. Intra-procurement tendering is organised once a year. However, requests to participate in the procurement system may be submitted throughout its duration. The procurement system is valid for four (4) years from its establishment.
