Description

The activity consists of:
Carrying out design documentation for the restoration of the natural-landscape area of the degraded area of the Herman pond in Chorzów.
I. General assumptions
1. The project for revitalisation of the degraded area must be carried out in accordance with the provisions of the Regulation of the Minister for Infrastructure of 2.9.2004 on the detailed scope and form of design documentation, technical specifications for the execution and acceptance of construction works and the functional-use programme (Journal of Laws Journal of Laws 202, item 2072 of 2004, as amended)
2. Construction and implementation projects must describe the subject matter of the contract for the execution of works in accordance with Article 29(1). 2 and 3 PPLs in a way that does not impede fair competition.
3. In principle, the study involves the preparation of a regeneration concept (at least two options) and, once one option has been adopted by the Contracting Authority, the execution of project documentation (including blind and investor estimates) on the basis of this option.
4. The contracting authority assumes that the options for the development of the area will be made available for inspection on permanent exhibition boards of at least 6 cm x 100 cm.
5. In addition, the design documentation must include a visualisation of the assumptions made which can be shown in board form, as well as in the form of a CD or DVD in an accessible and pictorial way informing about the project and thus constituting its promotional element. This presentation should be easy to reproduce on the common computer systems in Poland. Once the project documentation has been completed, the contracting authority becomes the owner of the project documentation and assumes the possibility of replicating such documentation (including the Contractor’s details) for the purposes of application, participation in conferences and symposia and promotional activities (in particular material on CDs or DVDs) by handing them over to interested persons.
6. In the project documentation covering this procedure, the Contractor should indicate the flat-rate cost of copyright supervision. This amount will be binding on the parties in the period 2015-2020 for the implementation of the projects covered by the project.
7. The Contractor undertakes to update the investor’s estimate on the basis of the documentation drawn up before launching the tender procedure for the works covered by the project, if necessary. This arrangement will be binding on the parties for the period 2015-2020.
8. The Contractor undertakes to prepare explanations, respond to the documentation drawn up and send them to the Contracting Authority within the time limit set by the Contractor, when conducting the procedure, to select the contractor for the works (if there is such a need, for example, to ask contractors preparing to submit tenders in the procedure for selecting the contractor on the basis of the documentation provided).
9. The contractor is required to carry out a feasibility study of the implemented project documentation, which should indicate the achievement of the ecological effect, a detailed description of the information and education activities related to the regeneration activities in the area, the expected output and result indicators characterising the project carried out.
10. An inventory of trees and shrubs, including the necessary care and possible removal of trees, together with a valuation of these works and an estimate of possible logging from felling.
11. Studies related to soil pollution should be based on the scope of soil tests required by the Regulation of the Minister for the Environment of 9.9.2002 on soil quality standards and soil quality standards (Journal of Journal of Laws No 165, item 1359, as amended).
Under this lot, the contracting authority must obtain the results of the land tests on:
(a) the heavy metals content of the soils to be tested;
(b) the content of petrol, mineral oil and aromatic hydrocarbons in soils;
(C) the content of halogenated impurities in soils.
At least 5 soil samples (each three for bottom sediment) are expected to be taken, analysed and analysed. The scope of studies related to soil contamination should be presented in a document.
12. Studies relating to contamination of surface water and sediment should be carried out on the basis of: Regulation of the Minister for the Environment of 9 November 2011 on the classification of the status of surface water bodies and environmental quality standards for priority substances (Journal of Laws No 257, item 1545, as amended) and Regulation of the Minister for the Environment of 15 November 2011 on the forms and method of monitoring surface and groundwater bodies (Journal of Laws (Journal of Laws No 258, item 1550, as amended).The collection and analysis of at least 6 samples (3 samples for water analysis and 3 samples for bottom sediment analysis) are foreseen. The scope of studies related to water pollution should be presented in a document.
13. The contractor must estimate the quantity of the sediment to be removed and the method of disposal or treatment, and determine the tank’s watertightness. If it is not leak-proof, determine the method of sealing it in the most natural and non-invasive manner.
14. The characteristics of the existing fauna living in the area, taking into account the conservation plan.
15. Completion of the project documentation should be the date on which the complete documentation produced in 5 copies is sent to the relevant authority issuing the construction permit or notification of the works, together with a declaration that the above documentation has the necessary approvals and arrangements to obtain a building permit or notification of the works. In the event of any additions to such documentation, the Contractor shall do so without delay within the limits of the agreed total execution of the contract.
II. Description of the assignment
The activity covers an area of up to 3.8 hectares of degraded character, mainly a water reservoir. The site is a polluted unused nature and landscape restoration and facilities, together with facilities to ensure the proper functioning of the facility, with particular regard to the water balance of the reservoir and its adequate aeration. The diversity of species of fauna and flora must be preserved during the implementation of the project. The existing green (mainly self-safe) should be complemented by a new green space adapted to this type of plant and should be mainly native species specific to Silesia. The planned land use of this area should take into account the functions of: natural-landscape, educational and recreational activities, taking into account its accessibility for persons with disabilities, in such a way that persons with disabilities on an equal footing with those without disabilities can benefit from this area without restrictions (especially for wheelchairs, blind and visually impaired people). Design for these users should include: adapting transport routes to disabled persons, designing a sanitary facility on the site (or identifying a free-standing product on the market and integrating it into a development project) and adapting it to disabled people, providing appropriate visual and/or voice information adapted to this type of area. In the case of sanitary facilities, the need for adequate media should be taken into account. The project should include parking areas for users of the facility, taking into account places for disabled people and connecting the area by means of cycle paths. In addition, the area of the study itself should be accessible to both walkers and cyclists and rollers. Individual architectural details (e.g. fountain, sculpture, bridge view platform) should be designed to enhance the aesthetic and usable value of the site. The project must indicate the space available for development for the catering facility and include any recommendations as to its architectural character. Most of the area should be covered by a grass, with the proviso that the choice of the grasses should be highly resistant to deptation (the construction of a lawn of the turf is recommended – commonly a roller lawn) and adapted to the place (the soil conditions should be improved to ensure the correct development of the plants).
Plant planting must create the compositional rhythm of the area, which may be more pronounced through changes in the terrain. Park infrastructure (including benches, children’s playground, picnic space) and lighting should be integrated into the area.
Note:
The Contractor must attach to the tender the preliminary planning of the area, together with a sketch, in order to enable the Contracting Authority to carry out an assessment under the criterion – evaluation of the preliminary development plans, as regards:
(a) landscape solutions and proposed architectural details;
(b) nature-based solutions;
(C) the communication system including the parking area;
(D) adapting the facility to the needs of disabled persons.
