Αντικείμενο της σύμβασης είναι η έρευνα, συλλογή, ανεύρεση, συγκέντρωση, ταξινόμηση, επεξεργασία - ανάλυση στοιχείων και συναγωγή συμπερασμάτων ως προς τα τεχνικά χαρακτηριστικά, όπως υπάρχουν στην αγορά κατά τον παρόντα χρόνο, και τεκμηρίωση τεχνικών χαρακτηριστικών και όρων για αγαθά και υπηρεσίες, που αφορούν σε:
α) ηλεκτρολογικό και ηλεκτρονικό εξοπλισμό·
β) συμβατικά μεταφορικά μέσα και εξοπλισμό αυτών·
γ) ηλεκτρικά μεταφορικά μέσα και εξοπλισμό αυτών·
δ) εξοπλισμό πληροφορικής·
ε) γενικό εξοπλισμό·
