The wellbeing services county of Vantaa and Kerava (hereinafter the wellbeing services county or the client) procures services provided by private service providers in the home and other operating environments of Vantaa and Kerava and their neighbouring municipalities (Helsinki, Espoo, Järvenpää, Nurmijärvi, Tuusula and Sipoo) on the terms specified in the tender documents. This is a procurement in accordance with Annex E to the Public Procurement Act (Act on Public Procurement and Concession Contracts 1397/2016). The procurement is carried out as a dynamic tender procedure, which means a procedure designed by the Contracting Entity itself, in accordance with the principles of the Act on Public Procurement and Concession Contracts, for the procurement of the services that are the subject of the procurement. The service is purchased for the customer's home or other operating environment in accordance with the customer plan drawn up by the customer. The service to be procured is not staff leasing.
