The target of the procurement is professional blood glucose and OHBut meters, tests and control solutions for use by NordLab and its customers in the wellbeing services counties of Pohte, Soite, Lapha and Kainuu. The procurement period is 2 years, the option years 1+1 years, starting approximately on 1 March 2025. The procurement is divided into four parts: Part 1 - Blood glucose meters, tests, yards and solutions connected to an information system for professional use Part 2 - Blood glucose meters, tests and solutions connected to an information system for professional use Part 3 - Blood glucose and OHBut combined meters, tests, yards and solutions connected to an information system for professional use Part 4 - Blood glucose and OHBut combined meters, tests and solutions connected to an information system for professional use Part 3 and 4 meters shall be able to measure both blood glucose and beta-hydroxybutyrate values (beta-hydroxybutyrate in the future OHBut). The contracting entity selects suppliers for sub-areas 1 and 2, 1-2. The selection is made in accordance with the best value for money. The tenderers with the highest total scores in sub-areas 1 and 2 will be selected as suppliers. The procuring entity requires tenderers to offer equipment and accessories of the same manufacturer or the same product family for sub-areas 1 and 2. This requirement is based on the benefits of uniform solutions. The contracting entity selects 3 and 4, 1-2 suppliers for sub-areas. The selection is made in accordance with the best value for money. The tenderers with the highest total scores in sub-areas 3 and 4 will be selected as suppliers. The contracting entity requires tenderers to offer equipment and accessories from the same manufacturer or the same product family for sub-areas 3 and 4. This requirement is based on the benefits of uniform solutions. In other words, the tenderer must offer for blocks 1 and 2, or for blocks 3 and 4, or for all blocks if desired. If tenders come from only one supplier or if only one supplier's device meets the mandatory requirements set out in the invitation to tender and passes Nordlab's possible testing to verify the requirements, only one contract supplier will be selected for the sub-area. If two different suppliers are selected for the sub-area, NordLab's customer will choose the device that best suits their needs. The suitability may depend on the location of use or the user base. As far as the procurement targets are concerned, the procurement contracts will be awarded to Pohte and Nordlab in accordance with the following principle: Test strips and control solutions from all sub-areas will be delivered to the Pohte procurement contract. The consumption figures indicated in the invitation to tender are estimated consumption figures for one (1) year. Estimates are based on historical material accountancy consumption data and annual action plans for the products for which data are available.
