Hearing on 24-hour housing and care services and children's home.
Stavanger Municipality needs to procure a new framework agreement for 24-hour housing and care services for adults and for children's housing. The offer of 24-hour staffed housing and care services shall apply to persons over the age of 18 with adaptation needs of varying degrees, such as developmental disabilities or developmental disorders, mental illness or substance abuse. Users who are offered to live in the Supplier's housing shall enter into lease agreements with the Supplier. The offer of children's housing shall apply to children aged 0-18 years for whom Stavanger Municipality does not have capacity in its own children's housing. Children who are allocated children's housing are children with adaptation needs of varying degrees, such as developmental disabilities or developmental disorders, mental illness or substance abuse. Children's housing is authorised as an institution, ref. regulations for nursing homes and forms of accommodation for 24-hour care and nursing. Stavanger Municipality intends to enter into a framework agreement with a supplier that can offer services for both adult users and children. It is the framework agreement that regulates the overall obligations between the parties. The framework agreement shall have a duration of 2 years with an option for 2+2+2 years on the same terms. Before the procurement is announced, Stavanger Municipality would like feedback from Suppliers on the following documents: Appendix 1 - Requirements specification Appendix 2 - Price list Stavanger Municipality would like written feedback by 22.10.2025.
