The contract is awarded in connection with the implementation of the National Programme for the Prevention, Surveillance, Control and Eradication of Animal Diseases, including Zoonoses, adopted by the Council of Ministers for the period 2025-2027. The aim of the programme is to protect the health of animals and humans in Bulgaria and to comply with the principle of free movement of goods (animals and animal products) on the territory of the European Union. The programme identifies the priority communicable diseases and zoonoses, both for Bulgaria and for the EC, the occurrence of which causes significant health and economic damage to the country, and their rapid containment and eradication contributes to the expansion of trade in animals, raw materials and food of animal origin. The implementation of the measures provided for the prevention, rapid containment and eradication of the diseases referred to in Article 118(1) of the Veterinary Practices Act (ZVD) will ensure animal health, the safety and high quality of the food products and raw materials they produce and the protection of humans from zoonoses. The Bulgarian Food Safety Agency is obliged to fulfil the commitments made to the European Commission to prevent the occurrence and spread of diseases and rapid eradication of possible animal epizootic diseases. The terms and conditions under which a public procurement contractor will be appointed are in accordance with the Public Procurement Act (3OP) and the Rules for the Implementation of the Public Procurement Act (PPZOP). The procedure is based on the principles of the Public Procurement Act. The procedure covers the supply of an in vitro diagnostic veterinary medicine, a set of kits for the diagnosis of African swine fever (ASF) using the real-time polymerase chain reaction (PCR) method: extraction and amplification kits, amount – 51 500 doses per year or 154 500 doses in total over the three years.
