Public service contract for public passenger transport services by motor vehicles in the district of Paderborn – Route bundle 2 Bad Lippspringe/Hövelhof
As the competent authority under Paragraph 5 of the Law on public transport in North Rhine-Westphalia (ÖPNVG NRW) in conjunction with Paragraph 8a of the Passenger Transport Act (PBefG) and Article 1 of Regulation (EC) No 1370/2007, the district of Paderborn intends to award a public service contract for public passenger transport services by motor vehicles under Paragraph 2(1) of the PBefG in its area of competence. The public service contract is to be awarded for a period of 2 years from the start of operations (point 5.1.3). The award procedure is carried out by the Nahverkehrsgesellschaft Hochstift mbH (NVH), founded by the districts of Paderborn and Höxter, which acts in this respect in the name and on behalf of the districts. The NVH is the central contracting authority and contact person for all matters relating to the procurement procedure. In the context of the subsequent provision of services, the NVH also assumes coordinating and operational tasks vis-à-vis the commissioned transport company. The intended public service contract covers all public passenger transport services of the line bundle 2 Bad Lippspringe/Hövelhof: 420 Schulverkehr Paderborn, Hövel Hof - Klausborn Heide - Schloß Neuhaus - Paderborn • 421 Schulverkehr Hövelhof, Stukenbrock - Hövelhof • 422 Schulverkehr Hövelhof, Riege - Espeln - Boke - Delbrück - Hövelhof • 425 Schulverkehr Hövelhof, Espeln - Steinhorst - Lippling - Ostland - Hövelhof • 426 Grundschulverkehr Furlbachschule, Riege - Hövelriege • 427 Grundschulverkehr Kirchschule, Espeln - Hövelhof • 428 Grundschulverkehr Hövelhof, Klausheide - Kirchschule • 429 Grundschul Mühlen, Klausheide - Staumühle Hasendorf - Schulverkehr 450/B Kohlspring - Pöa, Pöspring - In this respect, the public service contract will include provisions according to which the transport offer must be adapted to changing transport needs and other changed circumstances (such as technical developments, environmental and climate protection concerns) within the framework defined in the public service contract. The rights of amendment relate to the nature, scope and quality of transport services and fares. This may result in changes both in the stock and history of the above-mentioned line as well as in the timetable and tariff offer or in other aspects such as vehicle and other quality standards. The volume of traffic indicated below may be reduced or increased within the corridor of change defined by the public service contract. With this information, the district of Paderborn complies with the publication obligation pursuant to Section 8a(2) PBefG in conjunction with Article 7(2) of Regulation (EC) No 1370/2007.
