1.The subject of the contract is to provide the Comprehensive Investor Supervision service for investment task No 91707 ‘KOSZAROWCE + STOŁÓWKA - STAGE I’. 2. The Contractor is obliged to complete the subject of the contract by 30.06.2028. The indication of the date of performance of the subject of the contract is justified by an objective reason. The performance of the service is closely linked to the execution of the works to which it relates. The procedure in question in the fields of defence and security is a two-stage procedure: Stage I: In response to the contract notice, the Contractor shall submit a request to participate (hereinafter: the request) together with the documents referred to in Chapter II. VIII Description of the Terms and Conditions of Participation (T&Cs). All information necessary for the Contractors at this stage of the procedure was included in the GTC and the contract notice, which was published on the website of the procedure (marketplanet purchasing platform). If an accelerated procedure is used, i.e. the time limit for receipt of tenders is shortened, the relevant justification will be included in the procurement documents. In the present proceedings, the following grounds for exclusion of Contractors from the proceedings apply: a) Art. 405 para. 1 in conjunction with Art. 1 of the Act; Art. 405 para. 2 point 5 in conjunction with Article 109 sec. 1 points 4 and 6 of the Act; c) Article 7 para. 1 of the Act of 13 April 2022 on special arrangements for counteracting the support for aggression against Ukraine and for safeguarding national security (Journal of Laws 2024, item 507), (d) Art. 1 Council Regulation (EU) 2022/576 of 8 April 2022 amending Regulation (EU) No 833/2014 concerning restrictive measures in view of Russia’s actions destabilising the situation in Ukraine (OJ L 111.1).
