F-Bressuire: site-development work
Selection of a development concessionaire for the construction of the ZAC des Villages du Golf and award of the corresponding concession treaty in accordance with the provisions of Articles L.300-4 et seq. of the Urban Planning Code.
Set up by decision of 15.9.2011, the ZAC must enable the implementation of:
— a golf 18 holes with practice, pitch and putt 9 holes with an area of approximately 78 hectares,
— the development of three habitat areas over an area of approximately 31 hectares for the implementation of an overall forward programme of 350 to 400 dwellings divided between different habitat types (semi-collective or intermediate, free lots),
— the construction of roads and networks (sewerage/electricity/telecommunications/drinking water supply) enabling the built blocks to be served.
The perimeter of the SCZ represents an area of approximately 107 hectares.
It extends north of the city centre between RD 35 (Axe Bressuire – nueil les Aubiers) and RD167 (Axe Bressuire – etusson).
The estimated duration of the development concession is 10 years, which may be extended if the operation is not completed.
Financial arrangements for the operation:
The financing of the operation will be provided mainly by the future products from the marketing of the land transferred, but also by any shareholdings payable by the building owners under Article L.311-4 of the Urban Planning Code, financial products, etc.
In accordance with Article L.300-5 of the Urban Planning Code, the concessionaire may benefit from public financial contributions, in particular the grantor’s participation for an amount to be fixed in the development concession following negotiations with the candidate (s).
The designated developer will bear a significant share of the economic risk of the transaction.
