Description

The City of Porvoo is asking for offers from the club instructors of the Finnish Model for Hobbies project. The City of Porvoo participates in the Call for Projects on the Finnish Model for Hobbies. The aim is to organise recreational activities for the schoolchildren of the City of Porvoo so that each child has the opportunity to participate in the activities of the arts, household, handicrafts, music or sports group according to their own wishes. The hobby groups of the Porvoo model with their themes are selected taking into account the wishes of the students and the resources allocated for their implementation. In the academic year 2025-2026, activities will be organised for grades 1-9. As a rule, the activities must be organised on school premises or in close proximity to schools, but for grades 6 to 9, it is also possible to organise them elsewhere, e.g. in the service provider's own premises. Clubs are held on school days, after school day; Current opening hours 12.15 - 16.15. The length of a club session is usually 60 minutes, but for example, the length of a cooking club can be 120 minutes if the group is large. The clubs organise the whole academic year. The hobby can consist of several different sports or fields, which vary from week to week or from month to month. The groups are mainly organised as close-ups. Remote control in the period 2025 - 2026 will be offered at least computer game, animation, coding and game design teams. Other remote control groups can also be provided. This procurement involves the establishment of a framework agreement, which is subdivided into the following components: 1. Team games (e.g. football, ice hockey, floorball, cricket, handball, basketball, futsal) 2. Exercise and well-being (e.g. dance, gymnastics, body control, gym, fitness, yoga, gymnastics, budo sports, skiing, skating) 3. Leisure activities (including archery, billiards, padel, badminton, tennis, ping-pong, frisbee golf) 4. Traditional arts (e.g. visual arts, theatre, music, circus) 5. Media skills (e.g. animation, comics, movies, videography, editing, social media) 6. Nature and environment (e.g. 4H, patrol, animals, recycling, nature conservation) 7. Health promotion (welfare, cooking, handicrafts, etc.) 8. Digital skills (e.g. e-sports, coding, robotics, board games, chess) 9. Other Tenderers may submit tenders for one or more lots. A sub-offer within the sub-area is possible. All tenderers who have submitted admissible tenders will be selected as framework contractors. This acquisition is conditional and will be realised if the City of Porvoo receives a positive result in the project application process. The number of clubs to be implemented and the number of supervisors to be selected for them will be specified once the results of the project application have been determined. The contract period is 1.9.2025 - 31.5.2026. The acquisition also includes an option for the implementation of recreational groups for the academic year 2026 - 2027 (1.9.2026 - 31.5.2027). The decision on the exercise of the option period shall be made on a supplier-by-supplier basis no later than four (4) months before the beginning of the option period. The recreational groups to be implemented during the possible option period are selected taking into account the students' wishes and the resources allocated for their implementation. The use of the option is conditional and will only take place if the City of Porvoo receives a positive result in the 2026 project application. The number of clubs to be implemented and the number of supervisors to be selected for them will be specified once the results of the project application have been determined.
