Description

The Finnish Transport Infrastructure Agency has decided to conclude two-year framework contracts for construction work. It is possible to extend the agreement for three years at a time. On the basis of this framework contract, the contractor will perform the following tasks: On the basis of this framework agreement, the client will commission Helsinki-Riihimäki to increase capacity for Phase 2 and Phase 3 projects, as well as Helsinki-Tampere refurbishment for the start-up phase, as well as related material deliveries and machine and man work. Despite the above-mentioned starting point, assignments under the framework agreement may also be commissioned for other new projects that may begin on the line in question during the contract period. The following works may be carried out under this framework contract: Ground, foundation and track construction work, skill structure work, and related material deliveries, as well as mechanical and man-made work. The framework agreement may also commission measurement work related to projects, including the rental and installation of measuring devices for automatic track monitoring measurements. Electrical track and high-current work, as well as related material deliveries and machine and man work. Safety equipment work, as well as related material deliveries and machine and man work. It is not possible to order indoor equipment works or commissioning inspections under this framework contract. However, assistance with deployment checks may be included in the mandates. The orders may include planning for those orders. The total amount of work to be commissioned under the framework agreement is estimated at EUR 10,000,000 per year and EUR 30,000,000 during the term of the framework agreement, excluding VAT. The estimate is not binding on the subscriber. A framework agreement shall be concluded with at least two suppliers (in case of fewer than two successful tenders, a framework agreement may also be concluded with one operator) and a maximum of four suppliers. Positions 3 and 4 shall be included in the framework agreement if the difference between the reference price of the offers accepted for those positions and the lowest price is less than 25%.
