Initial situation and objective.
1. Baseline Situation:
The magazine database (ZDB) is one of the largest databases in the world for continuous collections of all kinds, in particular magazines and newspapers. As a service and competence centre for continuous collections, the CDB provides data and services at central level, thus providing the basis for a wide range of services offered by the bibliographical groupings and libraries in the German language area. Responsibility for the operation and further development of the CDB is shared by the State Library of Berlin – Preußischer Kultur Besitz (SBB) and the German National Library (DNB) as equal partners.
The CDB contains more than 1700000 titles in all languages from around 1500 up to the present and shows over 12900000 inventory information on these titles from approximately 4.400 German and Austrian libraries.

The project funded by the German Research Community (DFG) to develop the magazine database (ZDB) as a control and evidence tool for newspaper digitisation projects and for newspapers’ aims to develop a new web catalogue, characterised by improved research and navigation facilities and additional functionalities for newspaper searches and for the management of digitisation projects. In particular, additional information on the history of appearance, place of distribution, previous and subsequent publications, as well as annexes and parallel editions, contained in the title references, should also be evaluated and made visually identifiable by means of graphic representations. Other aspects of the development of the new web catalogue include the creation of a modern, up-to-date search interface that supports standard functionalities of today’s search tools (e.g. Car completion of search engines) and various download and export opportunities. The new CDB catalogue is to be as accessible as far as possible, taking into account the legal guidelines of the Regulation on the creation of accessible information technology under the Disability Equality Act (BITV).
2. Objective:
The objective of this call for tender is to develop a web-based front end for the CDB, characterised by accessibility, attractive design and good usability. The frontend is intended to access the entire database of the CDB and support both the search for titles and the search for inventory information and its release in printed and digital form. The basis for this is a REST interface provided by the Contracting Authority.
3. Stakeholders:
German National Library (contracting authority).
The German National Library (DNB) operates and maintains the infrastructure of the magazine database. It acts as the contracting authority here and is the main contact person vis-à-vis the contractor.
The State Library of Berlin – Preussian Cultural Property is the representative of the future users of the ZDB catalogue and acts as the requester.
4. Organisational and technical framework:
The project will be implemented according to V-model XT.
Technical exercise:
The development of the frontend will be iterative. Three iterations of development, test phase and intermediate acceptance are foreseen.
Timeline:
Implementation by the contractor must be carried out within four months of the conclusion of the contract.
Technical framework:
The front end to be developed may be divided into server and client-side components. There are no rules on the division of the frontend and the distribution of components between server and client. The contractor should make a reasonable split, taking into account the other requirements.
