Description

The Contracting Authority requires the appointment of a Main Contractor for construction of a new six storey (plus a partial basement and mezzanine) benchmark University Library facility to be located at the Universitys Luton Campus. The current proposed project is to create approximately 7,650 m² of new build space including a link bridge, external landscaping, relocation of existing incoming site wide services and any other ancillary works required. The Contracting Authoritys intention is to create a modern, high quality building which is vibrant and inspiring for both students and staff but which fundamentally provides a library facility for the Universitys students. The building will also be designed to consider the environment with a focus on reducing carbon emissions and achievement of a BREEAM Excellent rating.
In order to grant the Contractor a fully clear and unrestricted site at the start of construction works, an Enabling Works package is proposed prior to construction. This work is expected to include archaeological works, asbestos removal and the demolition of Fairview House (an existing University building at the Luton Campus). It will not include the movement of any services in the footpath / highway required to extend the footprint of the new building. This package of work will be carried out under a separate contract by others and does not form part of this contract notice.
The Contracting Authority proposes entering into a single stage design and build contract with a full design to the end of RIBA Stage E, more details of which will be provided in the Memorandum of Information referred to in Section VI.3 (additional information) and Appendix 3.
