Telecom Services Field Operations Workers
This contract notice concerns a call for applications in the first phase.
Applications must be submitted by submitting a file containing all the necessary information as described in point III.2) ‘Conditions for participation’ of this contract notice.
In a second phase, after the evaluation of the applications, the selected candidates will receive the special specifications, so that they can submit their tenders.
STIB is looking for companies that could make available for missions over one or more days, specific profiles for copper and/or fibre cabling, IT security, installation and troubleshooting of telephone/data/CCTV networks, as well as consulting, mastering and supporting profiles for these activities.
The special specifications to be sent to the firms selected at the end of the selection procedure will include a grid setting out, for each ‘occupation’ or ‘speciality’ to be covered, a minimum CV to be met by the service providers (knowledge, experience, qualifications, skills, etc.). Firms must submit prices (per hour or per day, to be defined) for each occupation or speciality. The procurement procedure would lead to a cascading framework agreement in which the firms awarded the contract will be ranked, by occupation, in ascending order of price. When there is a need for resources, STIB will send a request for provision to the best of the relevant profession.
If the firm cannot offer the profile sought under the specific conditions of the assignment (deadline, duration, specific characteristics), STIB will move to the next ranked firm in the relevant job classification until it has the appropriate profile.
If necessary, STIB will be able to send out requests to groups of 3 firms in order to speed up the procedure while respecting the order laid down in the award of the contract. Firms may, if they so wish, improve their price at each request from STIB in order to improve their place for the consultation under way.
Firms are advised that the main criterion of the contract will be price (quality defined by STIB in the special specifications).
