Description

In the National Action Plan on Homelessness: First a Home (2023-2030) (Annex A) includes the objective that all homeless people will be mapped by 2030 using the ETHOS light classification. It is important that the number of homeless people is visible at regional level, as well as insight into trends at national level. It is also important to work towards a uniform way of monitoring based on the ETHOS-light classification. Each region that has not yet done so will be given the opportunity to do one ETHOS count with funding from VWS under supervision. The intention is to use all the knowledge, experience and network partners gained during these regional censuses to further develop the national quantitative monitor. In this way, the Netherlands will periodically have a better picture of the entire homeless population in the long term, and we will generate both a regional and a national insight. The Contracting Authority is looking for a party that can support municipalities in organising and carrying out local ETHOS censuses, as well as advise on the further development of a national monitor based on the ETHOS light classification. As this is a new contract, the Contracting Authority would like to obtain information from the market.
