F-Salon-de-Provence: architectural and related services

The subject of this consultation concerns the construction of the future SMED 13 premises.
This mainly office building represents an estimated SHON of approximately 980.4 m².
As a general rule, the future seat of Smed13 will have to deal with a threefold challenge:
— facilitate the work of staff by offering, in particular, the location of offices on the same level, high-quality meeting spaces and well-sized storage areas,
— have the lowest environmental impact: the contracting authority has as its objective the construction of a positive energy building,
— display the identity of SMED 13 as part of a contemporary architecture without being ostentated.
SMED 13 has chosen the site of Clésud Village, which is located in the municipality of Miramas and Grans. This site is part of the ZAC of the Plate Forme, the development of which has been entrusted to the EPAD Ouest Provence.
From an environmental point of view, the developer would like the future headquarters to be demonstrative of the following:
— a passive or even a positive energy building,
— a building in the landscape,
— environmentally friendly materials,
— a low carbon balance.
The project is accompanied by a BDM (Sustainable Mediterranean Building) approach with a target level of BDM gold.
The part of the financial envelope allocated to the works by the contracting authority (value March 2011) is EUR 2 082 296 net of tax.
No variants are allowed.
Duration of design studies: 7 months of studies outside the contracting authority’s validation period.
Duration of work: 12 months.
Definition of the project management mission:
Operation under MOP Law No 85-704 of 12.7.1985, new construction category. The content of the missions is as follows: Basic new building assignment within the meaning of the Decree of 29.11.1993 comprising the EXE mission and the OPC and MOB missions as an option.
