Description

The EU Reconstruction Regulation (EU Reconstruction Regulation) provides for mandatory pollinator monitoring. The first reporting cycle covers 4, the following 6 years, the first reporting year is 2030. The Commission adopts the first delegated act (1. (DA) a concrete approach with uniform methods to be implemented by the Member States. The aim is to ensure that the data collected can be compared and evaluated at EU level. The aim of this project is to develop an implementation concept for Germany. Pollinator monitoring should be integrated as far as possible into the nationwide insect monitoring (IM). The German implementation concept is based on the delegated acts adopted by the European Commission (COM) containing the methodology for implementing Article 10 of the W-VO. Publication of the 1. DA to define the science-based method for monitoring pollinator diversity and pollinator populations is expected in autumn 2025. Technical basis for the 1. DA is the concept for EU pollinator monitoring developed on behalf of the Commission (Potts et al. 2024, Potts et al. 2021). The 1st DA formulates the methodological guidelines for pollinator monitoring. These specifications are to be translated into an operational implementation concept and the content, structural and organizational requirements for pollinator monitoring are to be elaborated in detail. In the 1st DA formulates the rules for the selection of the sample areas to be monitored. It defines the groups of animals to be covered and the methodology by which these taxa are observed. Accordingly, the project includes the following objectives: i) Development and determination of the sample set to be sampled in accordance with the requirements of 1. DA, (ii) ready-to-implement development of the collection methodology for all modules included in 1.
