The contract is a framework agreement subject to the provisions of Articles L. 2125-1, R. 2142-9, R. 2162-1 et seq., and giving rise to the conclusion of subsequent contracts under the conditions laid down in Articles R. 2162-7 et seq. of the Public Procurement Code, it is concluded without a minimum amount and with a maximum amount of EUR 7 000 000 excluding tax over the total duration of the contract. The framework agreement is one-off. The purpose of this framework agreement is to provide project management assistance to the SPL Grand Est Mobilités as part of support for the implementation of rail competition on behalf of the Grand Est Region, in particular for the engineering and marketing aspects. Assistance in the design of specifications and functional programs, verification of achievement of objectives and demonstrations of offers. The following areas are excluded from the scope of this contract: - Elements relating to legal issues (excluding drafting of specifications and technical standards); - Matters relating to rolling stock; - Matters relating to railway signalling; - Questions relating to the conduct of studies contributing to the identification of environmental issues, including ecological, floristic and faunal issues, remarkable sites and landscapes or characteristics of the natural and cultural heritage within the perimeter of railway projects, and to their consideration throughout the implementation of these projects to limit their potential environmental impacts, direct or indirect, immediate or longer term.
