Description

The wastewater association "Untere Ahr" is a corporation under public law and is formed by the municipalities of Remagen, Sinzig, Grafschaft, Bad Neuenahr-Ahrweiler, Bad Breisig and Altenahr, its seat is in Sinzig. It is intended to inspect and evaluate the wastewater collection channels in Bad Neuenahr-Ahrweiler and, if necessary, to coordinate and implement suitable remediation measures with the client to ensure wastewater disposal. The timetable for reconstruction envisages the completion of the AZV measures by 2030. In order to meet the objectives, it is necessary to commission support services for project management. Following the 2021 flood disaster, some of the wastewater collection channels in Bad-Neuenahr Ahrweiler have already been inspected and evaluated by cameras. The performance level was documented in the overview plan "Measure compilation". With regard to positions 7 (Heerstraße) and 8 (Ringener Straße), it is still unclear whether project management will be commissioned. For this purpose, a sewer inspection or condition assessment is open, from which it is to be determined whether or not subsequent flood damage is present. Project management is only commissioned if subsequent flood damage is confirmed. In addition to the control of the individual measures, the contractor is to take over the coordination of the overall measure (multi-project control). The object of this service is in particular the coordination of the individual measures as well as the function as a central contact person for the client. A high need for coordination of the measure with a large number of stakeholders (authorities, residents, planners, etc.) is expressly pointed out. The total renovation of all individual projects is expected to require a total planning and construction cost of approximately EUR 49.0 million. The individual measures have a different processing status. Concrete information on the current status of the projects is to be provided at the time of the offer negotiation. A project management based on the basic service catalogue as well as the special services in accordance with the performance profile of the project management and multi-project management will be commissioned in issue 9 and 19 AHO 2020, respectively. A step-by-step commissioning is planned. First, project levels 1 and 2 and then project levels 3 - 5 are to be commissioned.
