This notice is neither a contract notice nor a call for tenders, but an invitation to a market dialogue by means of a prior information notice as part of the preparation of the procurement. Participants who have registered for the dialogue and are interested in the procurement have the opportunity to comment on the preliminary tender materials and to answer questions asked by the contracting entity. The dialogue may also involve Teams meetings with registered suppliers, as deemed necessary by the contracting entity. The wellbeing services counties of Länsi-Uusimaa, Keski-Uusimaa and Vantaa and Kerava are planning a tendering process in which the target of the procurement is an identity and access management (IAM) system, including a system implementation project, support and maintenance services (Application Management Service), complementary expert services and the right to use the licenses required by the IAM system. Preliminary procurement includes the following functionalities and features: -Identity lifecycle management (joiner, leaver, mover) for internal and external users, -Central portal and workflows for retrieving, supporting, accepting and implementing permissions, -Central identities and permissions repository, -Automatic and manual role-based provisioning of permissions for selected target systems, -Management of permissions for selected parts on a role-based basis, -Control and reporting of permissions and identities, -Self-service tools for managing user data, -Functionality for managing external users' master data, -Ability to develop and expand the use of the system (e.g., new target systems, user groups and processes) in line with future goals. Participants in the market dialogue are invited to register by 7 August 2025 at 12 noon at the following address: Sourcing@luvn.fi. Registration should be headed as follows: “Registration to the dialogue: IAM system’; The registration must also include the following information: -Name of the participating company -Name, telephone number and e-mail address of the contact person -Name of the solution offered by the company -Answers to preliminary questions The contracting entity reserves the right to arrange meetings with operators who have registered for a market dialogue. The arrangements for the meetings will be notified to those invited separately. The contracting entity may use the answers to preliminary questions in the planning of a possible procurement and those who have registered for the dialogue may also be sent the tender documents for comment later. The prior information notice shall not oblige the contracting entity to carry out the actual tendering procedure. The description of the contract in the pre-information notice and the estimated date of publication of the contract notice are preliminary and indicative pre-information. Replying to or not responding to a call for dialogue shall not prevent participation in a possible invitation to tender. The information provided in the dialogue shall not be binding on any party.
