Description

Tuomi Logistiikka Oy, on behalf of the Pirkanmaa Welfare Area (hereinafter also referred to as the "Procurement Unit", "Pirha" or the "Subscriber"), will tender for the equipment of a particle accelerator laboratory to be built in the Tampere University Hospital area. On the basis of the invitation to tender, one (1) supplier will be selected who will be responsible for the overall supply of the equipment. The object of the procurement is the equipment of a particle accelerator laboratory to be built in the Tampere University Hospital area, which is described in more detail in the section "Additional information on the procurement or part of the project" of the request for participation. The description of the subject of the procurement includes information on the needs of the contracting entity and the required characteristics of the equipment to be procured and its implementation. The requirements set out in the description of the subject-matter of the contract are the minimum requirements to be met by all final tenders. The draft contract attached to the invitation to participate (Annex A) is a draft and will be supplemented and amended in the light of the further preparation of the contract and the negotiations with the successful tenderers in the negotiated procedure. During the negotiated procedure, the procurement documents shall also be supplemented by at least the following documents: - Technical requirements (Required and comparable characteristics) - Tender form (Price form according to which the final tender must be submitted) - Liability matrix (Attachment to the contract) - Project schedule (Attachment to the contract) - Contract for the maintenance and maintenance of equipment - Contract for consumables The final invitation to tender and the procurement documents are formed on the basis of these supplements and amendments. The annexes to this invitation to participate are: Annex A: Draft Agreement Annex 1: Confidentiality and Security Annex Annex 2: Data protection annex Annex 3: EU-EEA Consent Annex 5: General terms and conditions of public procurement in supply procurement (JYSE 2025) For the sake of clarity, it is stated that the annexes are numbered in accordance with the schedule of annexes to the contract. Thus, for example, Annex 4 is not included in this invitation to participate, since Annex 4 to the contract consists of the final tender of the successful tenderer. The tendering procedure is carried out as a negotiated procedure in accordance with the Act on Public Procurement and Concessions (1397/2016, later the Act on Public Contracts). In other words, at this stage, interested parties are invited to submit a request to participate. On the basis of the requests to participate, the procuring entity selects the tenderers for the negotiation phase and selects the supplier on the basis of the final tenders in accordance with the terms of the final invitation to tender to be published at a later stage.
