Procurement procedure: procedure with negotiation, subject to the provisions of Articles L. 2124-3, R. 2124-3 and R. 2161-12 to R. 2161-20 of the Public Procurement Code. The characteristics of the operation are as follows: the operation involves the carrying out of thermal renovation works and energy optimization of the Bréquigny swimming pool. Swimming pools are among the most energy-intensive facilities in the heritage of the city of Rennes, implying significant operating costs for the community. In 2019, the energy consumption of the Bréquigny swimming pool, built at the end of the 1960s, is estimated at 8,557 MWH (6,788 MWH for thermal and 1,769 MWH for electricity). The contract to be concluded will consist of the following elements: basic mission elements (APS, APD, PRO, PC-APD, AMT, VISA, DET, AOR) as well as the following additional mission elements: DIA (diagnostic studies), OPC (scheduling, steering and coordination), SSI (fire safety coordination), SYNT (summary cell), COMMISSIONNEMENT. The work to be carried out belongs to the category "Building rehabilitation operation". To participate in the 2nd phase of the consultation, a maximum of 4 applications will be selected, subject to a sufficient number of candidates meeting the selection criteria. At the end of the consultation, candidates admitted to submit a tender and who have submitted services corresponding to the programme will receive a bonus of EUR 6 000.00 inclusive of VAT. However, the contracting authority reserves the right to reduce or cancel the premium for competitors whose tenders do not comply with this consultation regulation. The decision of the contracting authority shall be reasoned and without appeal. The supervisor's remuneration shall take account of the premium received for this consultation by the successful competitor: it is included in the price of the DIA element. The premium will be paid only after notification of the public project management contract. For unsuccessful candidates, the premium shall be paid within a maximum period of 30 days from the date of notification of rejection of their tender and at the latest within 3 months of delivery of the services.
