Description

The subject of public procurement includes the performance of the activities of a consultant in the construction process related to the assessment of the conformity of investment projects and the exercise of construction supervision in the execution of the construction, including the performance of the functions of a Safety and Health Coordinator, the preparation of a final report establishing the suitability for use and technical passport of the site, as well as the verification and control of the construction materials supplied and incorporated in the construction, coordination of the construction process until the site is put into operation, all regulated in Articles 166 and 168 of the Spatial Development Act (SDA), and the responsibilities arising from Article 178 of the SDA, according to the needs of the Contracting Authority. The site is provisionally assimilated to the third category of construction works, in accordance with the Spatial Development Act, Article 137(1)(3)(d). This procedure is carried out in accordance with Article 104(2) of the Public Procurement Act (the so-called ‘inverted order’ of examination - the evaluation of the technical and price offers of the participants is carried out before pre-selection). According to Article 61(1) of the PPZOP, after decryption by the Chairperson of the Commission of the offers submitted through the platform, the price offers are opened together with the documents referred to in Article 39(2) and (3)(1).
