The VALOSEINE single-purpose joint union was created on August 18, 2020 and has about 269,000 inhabitants. Its headquarters are based at the town hall of Saint-Germain-en-Laye. It is composed of two EPCI members: - The Communauté d'Agglomération Saint-Germain-Boucles-de-Seine (CA SGBS with 4 communes in its territory (Aigremont, Chambourcy, Le Mesnil-le-Roi, Commune nouvelles de Saint-Germain-en-Laye) - The Communauté Urbaine Grand Paris Seine et Oise (GPS&O) with 18 communes in its territory (Achères, Andrésy, Carrières-sous-Poissy, Chanteloup-les-Vignes, Chapet, Conflans Sainte-Honorine, Ecquevilly, Evecquemont, Médan, Meulan-en-Yvelines, Morainvilliers, Poissy, Orgeval, Triel-sur-Seine, Vaux-sur-Seine, Verneuil-sur-Seine, Vernouillet and Villennes-sur-Seine) The transfer quay in question receives only waste from the CU GPS&O and the CCPIF. VALOSEINE exercises the powers of ‘treatment’ and ‘recovery’ of household and similar waste throughout its territory. As part of the transfer of the ‘treatment’ competence of the Communauté Urbaine Grand Paris Seine & Oise (CU GPS&O) to VALOSEINE, on 1 July 2025, VALOSEINE took over the management of the Guerville transfer centre known as VALENE for household and similar waste. As the current operating and transport contract ends on 31 December 2025, the purpose of this contract (‘the Contract’) is to renew the operation of the VALENE transfer dock as from 1 January 2026. It is concluded between: - The public person, referred to as "the public person" or "VALOSEINE" in the procurement documents - The contractor, referred to as "the contractor" in the procurement documents
