Description

The subject of the public contract is the provision of service of Sumetzberger pipeline mail in the premises of the University Hospital Pilsen – preventive service and emergency service. The subject of the performance of the public contract is also repeated deliveries of selected spare parts and accessories defined further in the tender documentation. The contracting authority assumes the conclusion of two contracts, a service contract and a purchase contract for spare parts, for a period of 4 years. Detailed specification of the subject of the contract - service Preventive service: Preventive service means ensuring professional maintenance of equipment, adjustment, checking its condition and functions. The aim of preventive service is to ensure economical and safe operation of the equipment and prevent failures of the equipment during normal operation. We require preventive inspection to include cleaning, mechanical and electrical inspection of all components (except the driving pipeline) carried out to the extent and according to the currently applicable requirements of the manufacturer of the entire Sumetzberger technology to ensure safe, reliable and economical operation and minimize common operational defects. Preventive service is required regardless of the intensity of operation of the technology in the interval of 1x per year. The contractor shall prepare a written report on the work carried out from the preventive service, specifying the state of the system and the need to replace worn-out parts. The cost of the work of technicians and transportation of technicians in carrying out preventive maintenance will be included in the price of the offer. We require preventive service between 8.00 a.m. and 6.00 p.m., on working days, unless otherwise agreed. A specification of the scope of installation of the pipeline mail system is given in Annex 2 to this tender documentation. At the same time, the procuring entity envisages an extension of the pipeline mail system in the course of 2026, so the procuring entity requests an option in the form of a dedicated modification of the commitment, the scope of which is set out in Annex 2 in the column ‘Option’. Emergency service: Emergency service means the provision of emergency maintenance and troubleshooting services during a period of 0-24 hours a day, 7 days a week (non-stop), which occur unexpectedly during the operation of the equipment, in particular defects that endanger the safe, economical and smooth operation of the equipment. For emergency service intervention, the guarantee of the intervention time is required within 24 hours from the moment of reporting the failure and delivery of the request by the contracting authority, and the guarantee of rectification of the reported failure within a maximum of 5 working days from the reporting of the failure. In the event of impossibility of delivery of spare parts, this time may be adjusted by mutual written agreement. General conditions of service: • The supplier must have at his disposal an emergency stock of spare parts necessary to ensure service work of the required quality and time. • The supplier must be provided with the necessary equipment, in particular diagnostic equipment and tools (special tools, measuring instruments, analysers, detectors, test samples, etc.). • The supplier must be authorised by the manufacturer of the equipment for the activity in question. • The contractor must be equipped with specialised software and the necessary IT equipment. • The contractor must maintain a service group of technicians on standby to fulfil the standby service intervention. Technicians must be trained and equipped for the job. • Service activities performed by the service technician of the supplier are always recorded in the form of a record. • The services offered must meet all the requirements specified by the Sumetzberger system manufacturer, the legal regulations of the Czech Republic and the requirements specified in this tender documentation. Jediným hodnoticím kritériem pro zadání veřejné zakázky podle ustanovení § 114 odst. 2 Zákona je nejnižší nabídková cena bez DPH. Další hodnoticí kritéria zadavatel nestanovil. Nabídkovou cenou pro potřebu vyhodnocení této veřejné zakázky se rozumí celková nabídková cena za celý předmět plnění, tj. souhrn (součet) ceny servisu za 4 roky, přičemž pro potřebu hodnocení bude v prvním roce počítána cena servisu bez opce (cena za čtvrtletí krát 4) a v dalších letech cena včetně opce (cena za čtvrtletí krát 12) a celkové ceny za dodávky náhradních dílů v předpokládaných počtech za 4 roky. Nabídková cena bude uvedená účastníkem v návrhu konkrétní smlouvy (smlouvy o dílo a kupní smlouvy). Celkovou hodnocenou cenu vypočte komise z údajů konkrétní smlouvy. Jestliže nabídka bude obsahovat mimořádně nízkou nabídkovou cenu ve vztahu k předmětu veřejné zakázky, může zadavatel účastníka ze zadávacího řízení vyloučit, z důvodů dle § 113 odst. 6 zadavatel nabídku vyřadí vždy.
