Germany-Lübeck: Repair and maintenance services of medical and surgical equipment

The University Hospital of Schleswig-Holstein (UKSH) is one of Germany’s largest university clinics, with its Campi Kiel and Lübeck, a total of 49 clinics and about 2400 beds. The UKSH employs a total of approximately 12500 employees.
Since 1 January 2010, there has been a contract for the management and maintenance of UKSH’s medical equipment with an external contractor. This contract expires on 31/12/2016 and has to be re-tendered. A partner will therefore be sought to manage and maintain all medical equipment and equipment (hereinafter referred to as ‘the equipment park’) of the UKSH under a works contract. The partner’s performance obligation includes all the tasks and activities necessary to ensure proper, legal, standard-compliant (e.g. MPG and MPBetreibV) and economic management and maintenance of all the AG’s medical and therapeutic and diagnostic equipment, including research and teaching equipment and all laboratory equipment and installations. The maintenance required in accordance with the recognised state of the art must not be lower than that required.
The tasks of the partner include the management and maintenance of the equipment park, in particular:
— Maintenance of the equipment park,
— Inspection of the equipment park,
— Repair of the equipment park,
— Monitoring and managing the equipment park (e.g. maintenance of master data, documentation/invention, handling of warranties);
— Purchase of spare parts, maintenance tests, lockers, management and maintenance-related consumables and use parts, etc.,
— Continuation of the quality management system,
— Implementation of risk management in accordance with DIN 80001,
— Staff training;
— Continuation of a medium-term approach to reinvestment planning,
— Preparation of applications for support,
— Advice on and participation in optimisation measures, e.g. advice on the standardisation of the equipment park,
— Compliance with legal requirements,
— Relocation management, which is essential for the duration of the contract because of extensive new construction and renovation measures on the UKSH’s buildings.
The partner is obliged, as part of the provision of services, to also deploy staff from the UKSH, but requires additional human resources. Where there are contracts with third parties for services, the UKSH requires the partner to take over these contracts. If this is not possible, these contracts must be managed by the partner, i.e. it is authorised by the UKSH to discharge the rights and obligations arising from these contracts.
