Description

The Ministry for Foreign Affairs of Finland (hereinafter to as the "Contracting Entity", "Contracting Authority" or "MFA") requests tenders to the following project: Facilitation Consultancy for Institutional Cooperation Projects and Instrument. The MFA shall acquire two (2) Facilitation Consultants for the project. Facilitation Consultants assist the MFA and Institutional Cooperation Instrument (ICI) actors in the quality assurance of the ICI projects. Facilitation services include support to quality assurance in the project planning, implementation, monitoring and communicating on results. Meetings with relevant units of the Ministry are an integral part of the facilitation service in each phase of the project. The purpose of the facilitation consultancy is also to provide assistance to the projects of the Finnish government agencies or public institutions using the instrument. The goal of the contract is to improve the quality and effectiveness of the ICI projects, reporting results as well as the communication on results of ICI projects. Institutional Cooperation Instrument (ICI) projects refer to the capacity building projects between Finnish government agencies or public institutions and peer institutions in the developing countries. Some of the projects may be part of a broader multi-donor projects or programmes such as Team Europe Initiative, which may involve not only the EU but also other EU Member State agencies. The ICI started in 2008. Since then, approximately 180 projects have been completed or are currently ongoing. The objective of the ICI is to strengthen the capacity of public sector institutions in developing countries by cooperating and utilizing the expertise that can be found in the selected Finnish public sector organizations. The objective is mutual learning: capacity can be best enhanced with the help of colleagues - civil servants from an organization with similar tasks and responsibilities. The ICI provides means for partner countries to cooperate with government authorities in Finland. In the ICI projects, the capacity development is understood as enhancing and strengthening existing capacities and competencies, not building them from scratch. The cooperation and its expected results must be based on identified needs and institutional priorities of the partner institution. For more detailed information see Annex 1 ToR (Terms of Reference). Time frame for the procurement procedure: - Tender period: open from 27 October 2025 to 26 November 2025 - Questions and answers: questions to be submitted by 7th November The contract period is scheduled to begin at the beginning of 2026. Total budget for ICI-project is 370.000 euros (excl. VAT). See the Annex 3 Price form for further details of the budget. The tenderer shall appoint two (2) Facilitation Consultants. The tender documents include a full list of the minimum requirements set for the appointed experts in respect of education, language proficiency and work experience. Should several tenderers have appointed the same expert for their tender, tenderers remain responsible for making an agreement on how they will possibly protect their own trade secrets and ensure the effective availability of the appointed expert resource during the contract period if one appointed expert is working for several different tenderers.
