Performance of the supplementary contract in connection with the award of basic contract No 6/39/18/Ag/2014 concerning the development of the construction and implementation design and construction of a section of the cycle route forming part of the project entitled Cycle routes in Eastern Poland – Świętokrzyskie Voivodship implemented under the Operational Programme Development of Eastern Poland from the border of the city of Kielce – bus loop at Ulica Sukowskia to DW 786 in Górki Szczukowskie.
Extent of work:
(1) ul. Pietraszki section 20, 21. The basic contract specified 20 items. (AC) 20) + 15 (c.21) as the maximum number of plots to be split, which the contractor should take into account when drawing up the project documentation at the stage of the tender procedure. For section 15, the Funkcjonalno Use Program states: From the existing bus loop (R. 926, 927,928, 0013 Kielce Miasto) ul. Pietrasks from the intersection with ul. Młyńska – ZRID procedure for the extension of a class road
D. A road extension project divided into phases I and II should be carried out. The contract relates to stage I of the construction of a 2.5 m cycle path, construction works and stage II extension of the road – only technical documentation, without construction works. In addition, a possible Environmental Decision should be obtained. Number of parcels to be divided up to 20 units. Road plot Nos 351 and 968 within 0013 Kielce Miasto.
Length approx. 0.360 km. For section 21, the Funkcjonalno Utilowy Program states: City boundary – ul. Młyńska to the junction with ul. Pietraszki (ZRID extension of a Class D road). A road extension project divided into phases I and II should be carried out. The contract relates to stage I of the construction of a 2.5 m cycle path, construction works and stage II extension of the road – only technical documentation, without construction works. In addition, a possible Environmental Decision should be obtained.Number of parcels to be divided up.
15 units Road plot No 351, section 0013 Kielce Miasto. Length approx. 0.550 km. [Functional-Utility Programme – Description of the section to be prepared under point I.2.1].
During the preparation of the project documentation, it was found necessary to carry out additional breakdowns of 7. Thus, the total number of split parcels is 42 units (in accordance with ZRID Decision No 3/2015 of 13.7.2015).
(2) ul. Piekoszowska odc. 27. The Functional and Utility Programme provided for the construction of a cycle path to be carried out using the existing footpath in order to obtain a declaration of works: Reconstruction of the existing pavement for pedestrian-bike traffic along ul. Piekoszowski from the intersection with ul. Opielińska to the junction with ul. Mielczarski (in notification mode) in the road lane of ul. Piekoszowski on the left side of the 3.5 m wide [Functional and Utility Scheme – Description of the section to be prepared under point I.2.1].
In the course of the analysis of the formal and legal documentation on ownership of immovable property, it was found that it was not possible to obtain the right to dispose of land for part of the property (land owned privately owned).
It has therefore been decided that the so-called ‘rules’ should be used. Special Acts to acquire the land necessary for the construction of a cycle and walkway, as part of a decision authorising the implementation of a road investment project. To this end, the Contractor had to divide the plots of land. In accordance with Decision No 4/2015 of 17 July 2015 of the ZRID, the number of split parcels is 18, the drawing up of the survey documentation, the construction design and all the annexes necessary for the effective submission of an application for a ZRID decision.
(3) ul. Sukowska 1. The contract referred to by the FUC scheme 1 ul. Sukowska indicated the following scope of work, which the Contractor was required to design and carry out: Construction of a cycle path in a 3.50 m wide road lane, allowing pedestrian traffic with the possibility of local narrowing to 2.50 m over ul. Sukowskiej from the boundaries of the city of Kielce (bus loop)/ul. For bleaching. Length approx. 1.47 km. Design of pavement for asphalt cycle path:
— abrasive layer of a mineral-asphalt mixture, thickness of the layer after concentration of 4 cm,
— manual liquefaction of unenriched (sub-building) layers with asphalt emulsion,
— construction of a base base of broken aggregates, top layer, thickness of layer 15 cm 0/31.5,
— setting the 20x6 cm concrete edges on the cement ballast, welds filled with cement mortar,
— construction and concentration of the sand layer in the mechanical bed, thickness of the layer 10 cm,
— bringing the substrate into load capacity group G1,
— in addition, construction of a rainwater sewerage system in accordance with the construction permit procedure,
— provision should be made for the construction/extension of an existing pass by road on a watercourse;
— removal of paving plates with export to a place designated by the Contracting Authority at a distance of approximately 30 km from construction,
— vertical and horizontal markings and plain markings. [Functional-Utility Programme – Description of the section to be prepared under point I.2.1].
During the project work and working meetings of the Project Partner, i.e. The Municipal Road Administration in Kielce pointed to the need to extend the carriageway due to urban communication (not including the extension of the street. During the implementation of the Trasa bike project in ul Sukowskia, Sukowskia would, when carrying out the reconstruction of the ul. Sukowska, the need to dismantle the foot-bike thrust and to carry it out again, taking account of this shift. As the subject-matter of the contract was extended to extend the roadway of Sukowskia street, it was necessary to rebuild the water supply network running in the roadway, sideway and open ditch with the length of the road. 1 170 m with connectors 28 Of7-10 m.
The reconstructed water supply network, due to the extension of the roadway, amounts to 68.40 % of the total reconstruction which interferes with the investment in the network, i.e.: 800 m. Sections necessary for conversion:
— water supply in the carriageway. 370 m,
— collision with built rainwater sewerage,
— roadside water supply and open ditches. 800 – collision with the widening of the carriageway.
