Description

The education center of the Chamber of Crafts Münster (HBZ) is one of the largest artisan education centers in Germany with currently around 55,000 square meters of usable space. At the HBZ, around 10,000 participants attend intercompany apprenticeship training, master schools or advanced training courses every year. Here, training, further education and further education take place in almost 30 trades. In a total of 56 high-tech workshops as well as nine computer and multimedia rooms and over 30 classrooms, our lecturers prepare the necessary practical and theoretical expertise according to the latest didactic teaching methods. In addition, the HBZ maintains a cafeteria with around 400 seats and a boarding school with currently 240 beds in 180 guest rooms. The Münster Chamber of Crafts wants to carry out comprehensive modernizations of an existing building by 2030 and realize a new building on an adjacent plot of land. The aim is to combine workshop and administrative areas from properties in a new building and to connect them to existing properties. Part of this award is the modernization of building D at Echelmeyerstraße 2 as well as the new construction on the approximately 15,000 sqm plot on the Ossenkampstiege. Currently, the property is used for agriculture, but there is already a development plan, as well as a positive construction request. Both measures are closely interlinked and the structural implementation of new construction and modernization must be well coordinated and carried out from a single source. It is therefore imperative to consider new construction and modernization as a joint project, e.g. the workshops are separated from existing structures and rearranged, teams from the various buildings are brought together on new administrative areas. In addition, the implementation of the overall measure is to take place during ongoing operation. The parking spaces must be demonstrated above ground (approximately 25 parking spaces for cars and 4 parking spaces for trucks) and through an underground car park (approximately 250 parking spaces) under "Building O". However, it is possible that the underground car park must be omitted for cost reasons, this should already be taken into account in the first planning considerations. The planning of both projects is to be carried out in parallel. Depending on the concept, however, the implementation phases can be time-shifted. Overall, open-air planning must contribute not only to fulfilling the necessary functional requirements, but also to ensuring the quality of stay for the participants of the educational offers. This includes an outdoor area for the canteen as well as seating between the buildings. Open-air planning essentially helps to overcome the distance between the buildings of the new education centre. Due to the role model function and responsibility of the craft for the energy transition in Germany and the fact that the "makers of the energy transition" are qualified at the HBZ, the new building must also assume a corresponding role model function in terms of sustainability. The aim here is to create a standard based on BNB silver. The completion of the work phase 2 is to take place by 31.05.2026. The completion of the project (new construction and modernisation) is planned for 2030. For the project, an initial cost forecast estimates approximately EUR 123 million gross total costs (KG 100 - 500 and 700). Of this, approximately EUR 1.5 million (net) is allocated to the KG 500 for the "Building D" and approximately EUR 2 million (net) to the KG 500 for the new "Building O". According to the current state of knowledge, the measure is expected to be co-financed by 65% from federal and state funds. The implementation of the construction measure must be carried out in compliance with cost-effectiveness and economy. In particular, the guidelines for federal funding construction measures (RZBau) must be complied with. The project is planned as a grant measure (significantly) funded by the federal and state governments on the basis of the "Joint Guidelines for the Promotion of Intercompany Vocational Training Centres and their Continuing Education to Competence Centres (15.01.2015) of the Federal Ministries of Education and Research and of Economics and Energy". Furthermore, the respectively valid version of GEG and GEIG shall apply. Text automatically translated in your browsing language Automatically translated
